NOTICE OF REQUEST FOR PROPOSALS

RFP No. 25272001 – Continuing Alaska Aviation System Plan (AASP) Phase IV

The Department intends to enter into a negotiated agreement for professional services to complete Phase IV of the AASP. The selected Contractor shall examine the existing aviation system, conduct a statewide economic impact update, analyze airport trends and data gaps, and determine the type, extent, location, timing, and cost of airport development needs in the State of Alaska. Services are anticipated to include airport planning, public involvement, airport policy updates and research, system analysis and data integration, and related activities. In addition, system planning allows for the consideration of unique topics, special issues, and current events of particular importance to or of influence to the aviation system. The State will use the information generated by the planning process as a guide in making decisions regarding future development, ownership, and operation of the State's system of airports.

A complete description of services is contained in the RFP Package.  Estimated initial period for performance of the Agreement is approximately August 2026 to September 2028.  Cost of these initial professional services is expected to be greater than $1,000,000.

The Request for Proposals (RFP) Package will be available July 14, 2026 and may be obtained in person from the DOT&PF plans room at 4111 Aviation Avenue in Anchorage, AK. Persons residing outside the Municipality may obtain an RFP Package through the mail by telephoning (907) 269-0408.

Proposals must conform to the RFP and be submitted with specified forms.  Submittals must be received no later than August 4, 2026, prior to 4:00 p.m. prevailing time.

Individuals with disabilities, including the hearing impaired, who may need auxiliary aids, services, and/or special modifications to submit a proposal should contact the TTD number: (907) 269-0473, no later than one (1) week prior to the submittal date to make any necessary arrangements.
