PUBLIC NOTICE
COOPERATIVE PROCUREMENT
Notice is hereby given that the City of Albany Fire Department intends to enter into a contract
with Hughes Fire Equipment, of Eugene, Oregon, for the purchase of one ambulance for
approximately $433,912.00. The purchase will utilize Hughes Fire Equipment's agreement with
the Houston-Galveston Area Council (H-GAC), which is an assignment of the agreement
originally awarded to Life Line Emergency Vehicles, Inc., through H-GAC Request for Proposals
(RFP) No. AM10-23. The City intends to use this competitively solicited cooperative purchasing
agreement in accordance with applicable Oregon cooperative procurement requirements.
The H-GAC agreement was established through a competitive solicitation process under RFP
No. AM10-23. Through the assignment of the original agreement, Hughes Fire Equipment is
authorized to provide the ambulance under the applicable cooperative contract terms and
conditions. Utilizing this agreement allows the City to benefit from the competitive procurement
process conducted by H-GAC while avoiding the time and expense of conducting a separate
solicitation.
The purchase will support the City of Albany Fire Department's emergency response operations
by providing ambulance capacity and supporting the department's ongoing efforts to maintain
reliable emergency medical services and operational readiness.
Any person may submit comments specific to this notice within seven days of the date of this
public notice. The protest shall provide a detailed statement of the legal and factual grounds to
support the protest, demonstrate how the procurement process is contrary to law, and the relief
requested. Protests shall be handled pursuant to OAR 137-046-0470 and ORS 279A.225.
Written protests must be delivered to Lara Raggon, Contracts and Procurement Manager, in the
Finance Department of the City of Albany no later than 12:00 p.m., Monday, October 5, 2026.
Written protests received after the closing date and time are late and will not be considered.
Protests must be submitted by email to procurement@albanyoregon.gov.
This notice is given in accordance with provisions of the Oregon Revised Statutes, 279A.200 to
279A.225, and Oregon Administrative Rules, 137-046-0400 to 137-046-0470.
DATED THIS 28TH DAY OF SEPTEMBER 2026.
