    The Minnesota Department of IT Services on behalf of the Minnesota Department of Education intends to enter into a twelve-month licensing agreement with Keystone Systems, Inc. for the continued use of its proprietary Keystone Library Automation System (KLAS) software solution.

    KLAS is a specialized software platform used by the Minnesota Braille and Talking Book Library (MBTBL) and State Services for the Blind (SSB), within the Department of Education. The system supports the end-to-end management of accessible library materials, including ordering, customer records, shipping and receiving, and duplication of books in braille, large print, and audio formats.

    Keystone Systems, Inc. owns the proprietary rights to KLAS and is the sole provider of this software and related services. The system is uniquely designed for libraries participating in the National Library Service for the Blind and Print Disabled (NLS) network and is the only commercially available solution that meets the specialized needs of MBTBL and SSB.

    Because KLAS is a proprietary system that is not distributed or supported through third-party resellers, only Keystone Systems, Inc. can provide the necessary maintenance, upgrades, and technical support required to ensure ongoing service and compliance. For these reasons, the State has determined that this procurement qualifies as a single source and intends to proceed with a direct agreement with Keystone Systems, Inc.
