Notice is hereby given that the City of Kent, Washington, will receive sealed bids at the City Clerk’s office through June 9, 2026, up to 1:00 p.m. as shown on the clock on the east wall of the City Clerk’s Office on the first floor of City Hall, 220 4th Avenue South, Kent, Washington. All bids must be properly marked and sealed in accordance with this “Invitation to Bid.” Bids must be delivered and received at the City Clerk’s office by the above-stated time, regardless of delivery method, including U.S. Mail. The City Clerk will read the bids out loud from the Clerk’s office. Individuals can stand in the lobby outside the Clerk’s office during the bid opening to hear the bid results.

The project includes work at two adjacent sites. The first site is located along Mill Creek and includes in-channel sediment removal work in the creek. The other site is located along 76 th Ave South, which includes storm pipe solids removal work in a large underground storm pipe. Both are more fully described below.

The Mill Creek Reestablishment project includes sediment removal along Mill Creek from 76 th Ave S to north of South 212 th Street. Work includes fish exclusion, dewatering, bypass pumping, in-channel sediment excavation, removal of invasive plant species, installation of native riparian vegetation, and wood habitat structures. All in-water work shall take place within the mandated freshwater fish window as determined by the Washington Department of Fish and Wildlife, which is from June 16 to September 15, 2026. Native riparian plantings along the project reach shall be planted after in-water work is completed and may take place after the fish window is closed. As some work is located on Union Pacific Railroad property, additional work requirements and insurance are required.

The 76 th Ave S large storm pipe maintenance work is located along a large 66-inch diameter lined corrugated metal pipe (CMP) located on the west side of 76 th Ave South, from South 228 th Street to approximately 1,900 lineal feet to the north.  The large storm pipe outfalls into a channel which connects downstream to Mill Creek where appropriate TESC/BMPs are to be installed in the channel. The project includes installation of new storm top hat/saddle pipe access structures on the existing pipe, temporary pipe plugging and bypass pumping, removal of accumulated storm solids within the pipe and CCTV inspection. The large storm pipe is located west of the road right-of-way, on a city-owned easement on private property, with private driveways and active businesses throughout. Existing communication, power, and gas utilities are located within the storm easement and near the large storm pipe.

The Engineer’s estimated range for this project is approximately $2,100,000 to $2,300,000. Bid documents may be obtained by contacting City of Kent Engineering Department, Karin Bayes at 253-856-5657. For technical questions, please call Melissa Dahl at 253-856-6511.

Bids must be clearly marked “Bid” with the name of the project on the outside of the envelope, addressed to the City Clerk, 220 4th Avenue South, Kent, WA 98032-5895. Only sealed bids will be accepted. No facsimiles or electronic submittals will be considered.

Each bid shall be in accordance with the plans and specifications and other contract documents now on file in the office of the City Engineer, City of Kent, Washington. Plans and specifications can also be downloaded at no charge at https://www.kentwa.gov/pay-and-apply/bids-procurement-rfps . Copies of the WSDOT Standard Specifications are available for perusal only.

Apprentice Utilization Requirements are mandatory for all public works estimated to cost one million dollars or more, in which case no less than 15% of the labor hours must be performed by apprentices. KCC 6.01.030.

A cashier’s check, cash or surety bond in the amount of 5% of the bid must be included with the bid.

The City of Kent reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most responsive, satisfactory and responsible bidder and shall be the sole judge thereof. Note: The award of the contract will not occur until the City of Kent has reviewed all bids for responsiveness and responsibility determinations and the Kent City Council has formally awarded the contract.

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.

Bidders must submit with their initial bid a signed statement as to whether they have previously performed work subject to the President’s Executive Order No. 11246.

The City of Kent, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

No bidder may withdraw his/her bid for a period of sixty (60) days after the day of bid opening.
