NOTICE OF INTENT TO ISSUE A REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING DESIGN CONTRACT; ARKANSAS DEPARTMENT OF THE MILITARY, NATIONAL GUARD ROBINSON MANEUVER TRAINING CENTER (RMTC) BARRACKS #18402 CONSTRUCTION

The Arkansas Department of the Military is soliciting responses from qualified consultants to provide professional architectural and engineering design services as defined by the DFA/Division of Building Authority Minimum Standards and Criteria (MSC) for the construction of a new Barracks facility on Camp Robinson
The project is new construction of an approximately 8,000 sq/ft facility. It will be of CMU block with a shingled roof, concrete floors, and mechanical, plumbing, electrical, and fire protection equipment to match the existing barracks facilities in the immediate local area on Camp Robinson. Latrine facilities will include a divided latrine with 6 shower heads per side, 4 water closets, and 4 sinks on each side. Administrative and Supply/arms storage areas will be included. Extension of electric, sewer, water and communication utilities to the building site will be necessary. Access for individuals with disabilities will be provided. Antiterrorism measures are to be included in accordance with the DOD Minimum Antiterrorism Standards. Agency intends to award this contract to one consultant having the capability to provide the required services in-house but shall consider awarding the contract to a consulting firm with outside sub-consultants. This facility will be designed to meet all local, State, and Federal building codes and as per Public Laws 90-480, 900-400 and USGBC. Agency reserves the right to award one or more contracts under this solicitation if deemed in the best interest of the State.
A detailed request for qualifications (RFQ) package will be provided to interested parties outlining the submittal requirements and selection methodology. Responses received for this RFQ will be used to screen prospective consultants and select finalists for interview in accordance with the MSC. The agency intends to award one contract under this solicitation.
The deadline for submitting detailed responses to this RFQ is 2:00 p.m. Monday, May 11, 2026.
