Washington County Public Health is awarding up to $76,000 for one contractor to provide HIV/STI testing, referral, and outreach services to persons at highest risk for HIV for up to twelve months during the period of 7/1/26-6/30/27. Services must include the following components: (i) identify persons with HIV infection or uninfected persons at risk for HIV infection, (ii) provide comprehensive HIV-related prevention services for persons living with diagnosed HIV infection and HIV-negative persons at risk for HIV infection, and (iii) implement community-level HIV prevention education, safer sex supply distribution, and PrEP referrals.
The selected contractor must be able to provide services to Washington County residents through both in-person and online outreach methods. In-person services must include delivery at high-risk clinical settings, community-based outreach testing locations, and community events, as well as other settings appropriate for reaching priority populations at increased risk for HIV.
Online outreach should include the use of social media and other digital platforms to engage priority populations at increased risk for HIV in Washington County. Activities should include risk-reduction education, linkage to HIV/STI testing, and referrals to prevention services (e.g. PrEP).
The funding source for this RFP is through the Oregon Health Authority (OHA) HIV Statewide Services Program. This funding contains funds passed through OHA from the Centers for Disease Control and Prevention (CDC). Funds are to be used for research-supported, promising, or pilot HIV/STI prevention activities. Funding is dependent on the availability of resources. This contract period is anticipated to be for one year with the possibility to extend in one-year increments for a total of up to five years if additional funding is provided for these services.
