NOTICE OF INTENT TO ISSUE A REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES FOR THE DESIGN OF AN ARMY FITNESS COVER LOCATED ON CAMP JOSEPH T. ROBINSON, NORTH LITTLE ROCK, ARKANSAS

The Arkansas Department of the Military is soliciting responses from qualified consultants to provide professional architectural and engineering design services as defined by the DFA/Division of Building Authority Minimum Standards and Criteria (MSC) for the construction of a new Army Fitness Test Cover on Camp Joe T Robinson, NLR, AR
The construction of an approximately 45,000 (+/-) sq/ft Army Fitness Test Cover. The design will include the structural metal structure, metal roof covering, concrete footings/foundation, site drainage and any necessary utilities requirements. The successful firm will be responsible for ensuring the design meets all applicable local, State, and Federal building codes, as well as Public Laws 90-480 and 900-400, etc. Extension of utilities will be required as well as electrical and possibly water will be necessary. Access for individuals with disabilities will be provided. Antiterrorism measures are to be included in accordance with the DOD Minimum Antiterrorism Standards. Agency intends to award this contract to one consultant having the capability to provide the required services in-house but shall consider awarding the contract to a consulting firm with outside sub-consultants. This facility will be designed to meet all local, State, and Federal building codes and as per Public Laws 90-480, 900-400. Agency reserves the right to award one or more contracts under this solicitation if deemed in the best interest of the State.
A detailed request for qualifications (RFQ) package will be provided to interested parties outlining the submittal requirements and selection methodology. Responses received for this RFQ will be used to screen prospective consultants and select finalists for interview in accordance with the MSC. The agency intends to award one contract under this solicitation.
The deadline for submitting detailed responses to this RFQ is 2:00 p.m. May 11, 2026.
