Request for Qualifications (RFQ)
CITY OF LANCASTER, PA
The City of Lancaster, PA (“City”) will receive bids online for Contractors for the Lead Hazard Control, Healthy Homes and Critical Repair Programs May 30, 2025, at 11:00AM at which time they shall be opened electronically and publicly posted on PennBid’s website. In general, the Program utilizes contractors in the following categories to complete the work required at eligible privately owned residences: Lead Abatement, Roofing, Gutters, HVAC, Electrical Plumbing, Environmental Cleaning, and other applicable contractors. The City seeks responses from contractors in all of the above categories. Contractors may submit a response for multiple categories.
Successful respondents shall be required to comply with all applicable laws protecting individuals from discrimination.
The Program is subject to certain special requirements, as more specifically detailed in the RFQ Documents, including the requirement that successful respondents make payment of certain minimum salaries and wages for any residence where the work costs or exceeds $25,000, including submitting certified payroll reports to City.
The City will determine who is placed on the List upon the basis of the responses submitted. The City reserves the right to reject the response of any respondent not possessing satisfactory qualifications as listed in the RFQ. The City reserves the right to supplement the List with additional contractors using future solicitations. Failure to continuously meet requirements herein may result in removal from the List.
