Scope of Work
GENERAL SCOPE: As part of an enterprise wastewater lift station stand-by generator replacement
program, OWASA is soliciting RFP for replacement of 10 diesel stand-by generators along with
ancillary electrical services to facilitate more streamlined operations and maintenance. The scope
of work for this includes procurement of the specified generators, permitting, installation of generator,
installation of a new automated transfer switch if deemed necessary by the bidder, start-up testing
and commissioning. Additional ancillary services have been requested and include installation of an
electrical docking station to both facilitate an auxiliary generator connection should the stand-by
generator be down and a point for attachment of a load bank.
At each lift station the work includes:
Installing an appropriately sized docking station that will allow both efficient and quick
connection of a portable emergency generator in the unlikely event the stand-by generator
is down; and periodic connection of a load bank to the run the stand-by generator at least
80% load to prevent wet-stacking. Attachment 1 provides the Trystar variant of the type of
docking station, but contractor may propose an equivalent if it performs the same function.
Contractor shall propose and elaborate on provisions for limited SCADA integration that will
minimally include: Generator Status, Automatic Transfer Status, Fuel tank levels and power
monitoring capabilities. To support this contractor shall articulate in the proposal how this
will be provided (i.e. discrete contacts, analog signals, Modbus interface…etc.). OWASA is
not looking for actual SCADA integration as this will be performed by others but looking for
what inputs are readily available with proposed standard generator sets so that we may
better evaluate the proposals.
Contractor is expected, as part of the proposal, to plan work to:
1. Remove current fuel from the existing generator, temporarily store on site, and then
use that fuel in the new generator as well as “top off” the tank, if necessary, with
fresh diesel fuel as recommended by the manufacturer. If there is excess fuel then
Contractor shall notify OWASA and OWASA will remove the rest. Contractor shall
provide the volume of fuel storage they are providing with the generator along with
the anticipated hours it is expected to last at operational load.
2. Each generator provided shall come with a sound attenuating enclosure.
3. Contractor shall remove the former genset from the site and deliver it to a laydown
yard to be specified by OWASA. The farthest it would be is at the OWASA quarry
reservoir lay down yard located adjacent to 1807 NC-54 near the intersection of
Bethel Hickory Grove Church Rd. (approximately 9 miles from Mason Farm WWTP).

The scope of work is split into 2 phases and indicate which generators are to be replaced and
when:
Phase I: Anticipated to be completed between September 2026 and December 2027

PERFORMANCE REQUIREMENTS:
General Generator Specifications
The Contractor will furnish and install a diesel fueled engine-generator sets that are to be used to
provide standby power to operate the pump station in the event of an interruption of power from the
utility. The set will be the product of one manufacturer, will be covered by a factory warranty and
will be furnished through an authorized dealer responsible for warranty parts and service in the
surrounding area of OWASA area for all equipment supplied under this specification. The
individual gen sets will be new and Underwriters Laboratories, Inc. approved and labeled, where
applicable.
The sets will be rated at least the kilowatt rating as listed on Attachment 2 @ 0.8 power factor for
standby power service. The set will be capable of delivering full rated power from 0 degrees to 100
degrees F with all operating accessories.
The following information will be submitted for approval prior to manufacture/procurement of the
unit:
1. Certified drawings of the unit and its foundation requirements, including the location and
type of all external connections.
2. Complete literature describing all components to be furnished. Include a statement of the
production status of all equipment to be furnished.
3. The name and location of authorized parts and service facilities.

Three full sets of documentation including operation and maintenance manuals, circuit wiring
diagrams, commissioning/fault finding instructions, overhaul or shop manuals, and repair parts
manuals will be provided with the engine-generator set. One set will remain with the engine-
generator set and the other two will be turned over to OWASA.
The proposer shall describe in their proposal general information on each of the gensets such as:
Number of cylinders, engine displacement and operating speed
Types of diesel fuel required or can be used with the unit
Engine starting power (battery system) and how it will maintain charge.
A description of the engine cooling system, how it resists corrosion and how it resists
freezing under very low temperatures.
The fuel tank system that will be supplied and related spill prevention features. The
proposer shall articulate the type of fuel tank and show how the capacity meets the required
run times as indicated in Attachment 2.
The proposer shall describe any value-added options in the proposal that serve
maintenance efficiency and reduction in on-site maintenance time.
The proposer shall indicate how the unit provides minimal signals to be captured by
OWASA’s SCADA system at each lift station. Minimal inputs should include fuel level,
genset running, …………………..
The alternator will provide power at the voltage, phase and wire configuration as provided on
Attachment 2. Frequency regulation will be 60 Hz +/- 0.8% for a constant load from no load to
100% load. Voltage regulation will be +/- 1.0% from no load to 100% load. The alternator will be a
self-exciting, self-regulating, brushless type with fully interconnected damper windings. The
alternator will be provided with a fully rated cooling system and sealed-for-life bearings. Alternator
insulation will be class H.
The engine-generator set will be mounted on a heavy-duty steel base frame. The complete
engine/alternator assembly will be enclosed in a sound attenuating enclosure rated for minimum 75
dba at 25 feet from the unit.
NOTES: Consideration should be made for the following:
1. The CONTRACTOR shall examine the site and become familiar with scope
requirements and conditions affecting the work. A pre-bid site walk is scheduled for
August 26, 2026.
2. The CONTRACTOR shall coordinate their work closely with the OWASA
Wastewater Treatment Plant Team as well as Engineering Team for this project.
3. The CONTRACTOR shall be responsible for obtaining all necessary permits from
the electrical utility and appropriate municipality and will be responsible for
scheduling necessary inspections.
4. Work shall be performed from 7:00 a.m. to 7:00 p.m., Monday-Friday, unless a
request for a change is approved.

5. The CONTRACTOR shall complete all work in accordance with applicable safety,
environmental, and construction standards.

6. The CONTRACTOR shall meet insurance, safety, non-discrimination, and other
standard requirements as defined in OWASA General Service Contract and
Standard Conditions. A copy of such contract is provided at Attachment 3.
7. The CONTRACTOR will be responsible for site restoration in kind.

Proposal Evaluation Criteria
a) Similar Experience [10 points] showing past projects that are similar in scope and
complexity. Key points are to be associated with critical utility infrastructure, similar size and
capacity. Each proposal shall include brief summary (one paragraph) of these projects.
b) Value Added Propositions [30 points] In describing your equipment and installation
proposal, please describe the value added propositions for the proposed equipment, sequence
of operations and how the proposal adds value to OWASA based on lower O&M costs, lower
anticipated future downtime (i.e. availability of parts/service), SCADA integration capacity
and commonality of components throughout genset sizing. Provide any other detailed
information that will allow OWASA staff to distinguish your proposal from others that may
be competing for this project.
c) Project Schedule [10 points] Provide a general implementation schedule that includes
anticipated lead time for generator procurement, installation time and general sequence of
each installation.
d) Proposed Price [50 points] Fill out the attached bid sheet per lift station install.
