All-Terrain Vehicle (ATV)

The consumer Product Safety Commission (CPSC) and The National Product Testing and Evaluation Center (NPTEC) intends to issue a solicitation on a sole-source basis to JT Motorsports, 1557 Tilco Drive, Fredrick, Maryland 21704; for specialized training and equipment to safely perform testing. CPSC engineering staff will procure four ATVs for staff development and training purposes from a vendor within an acceptable geographic range for availability of maintenance and warranty services. From within their existing inventory, the distributor shall provide both units as described within the specifications. The current fleet of training vehicles, critical to our testing programs, are beyond their serviceable life. New ATVs for training are required to replace old units. The National Product Testing and Evaluation Center (NPTEC) is responsible for the training and skill maintenance of multiple all-terrain vehicle (ATV) operators, used for evaluating regulatory and investigated samples. The current set of training vehicles are now beyond their cost effectiveness for repair and maintenance and need replacement.

CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.

This notice is NOT a request for competitive quoter; however, any firm that believes it can supply the services my give written notice to the Contract Specialist via email at fpritchett@cpsc.gov, by 2 pm EST July 22, 2025. SUPPORTING EVIDENCE MUST BE FURNISHED IN SUFFICIENT DETAIL, to the above listed email address, Attn: Felecia Pritchett, Contract Specialist. NO TELEPHONE REQUESTS. Responses will be evaluated: however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely with the discretion of Government. If no responses are received, CPSC will proceed with negotiating a sole source award to JT Motorsports.

Special Notice is issued "Subject to Availability of Funds (SAF)". The Government cannot issue binding contract, until a written approval provides funds. Award will be issued by the contracting officer when funds are made available.
