RetrofitNY Solution Provider Qualifications
Description:

Description of goods to services to be bid:

Through this Request for Qualifications (RFQL), NYSERDA will qualify Solution Providers to design, furnish and install a high performance retrofit solution that approaches or achieves net-zero energy performance.

Solution Providers qualified through this RFQL will be eligible to partner with owners of Buildings qualified through a separate RFQL to receive a high performance retrofit solution produced by a Component Manufacturer qualified through a third RFQL. Such pilot projects will then be eligible to receive gap-funding from NYSERDA through a forthcoming solicitation to defray the cost of the retrofit solution.

No NYSERDA funding is associated with this RFQL whose sole purpose is to qualify Solution Providers for the next round of RetrofitNY pilot projects.

Eligibility/Qualifications Requirements/Preferences:

The minimum eligibility requirements for Solution Providers are as follows:
1) The Solution Provider must use offsite construction and deliver a turnkey NZE or near NZE Whole Building Retrofit Solution.
2) Whole Building Retrofit Solutions must be applicable to one or more of the multifamily building typologies described in section VI.B Market Opportunity of RFQL 4553.
3) Whole Building Retrofit Solutions must rely on offsite construction, deliver at or NZE performance, and meet applicable insurance and building code requirements.
4) The Solution Provider must have experience in construction of high-performance buildings and provide evidence of this experience (e.g., use cases, certifications, etc.).
5) The Solution Provider must accept full responsibility for the delivery of the solution and must contract directly with the building owner, or one of its subsidiaries, and not through an intermediary or third party contracted or hired by the building owner to upgrade the building.
6) If an engineer, architect of record or general contractor is required on a building project, the Solution Provider will contract or hire these parties directly as opposed to allowing the building owner to do so.
7) The Solution Provider must be willing to participate in showcases held by RetrofitNY designed to familiarize building owners with Whole Building Retroift Solutions.
8) If qualified, the Solution Provider will share with RetrofitNY, on an ongoing basis, information about opportunities to significantly improve the unit economics on the Whole Building Retrofit Solution and its major components.
9) If qualified, the Solution Provider must provide RetrofitNY with a short description of each of its Whole Building Retrofit Solutions and agree to allow RetrofitNY to post the descriptions of the solutions to a secure NYSERDA secure site for qualified Component Manufacturers and qualified Building Owners to review.
10) If qualified, the Solution Provider must be ready to show that it is financially stable and in possession of the resources necessary to deliver a Whole Building Retrofit Solution to building owners. It must also be ready to promptly fulfill any reasonable requests by RetrofitNY, building owners or housing agencies for documentation to demonstrate this stability or that may be required during the procurement process of a housing agency or building owner.
11) If qualified, the Solution Provider will periodically update RetrofitNY on the price targets for their Whole Building Retrofit Solutions.
12) If qualified, the Solution Provider must periodically advise RetrofitNY on any market interventions that it expects to significantly lower costs, raise quality control, reduce risks in the manufacturing and delivery process or ease market entry.
13) The Solution Provider must complete and submit the Solution Provider Workbook.
14) If requested, the Solution Provider will furnish documentation, within reason, necessary to support the information it provides in the Solution Provider Workbook.
