Qualified individuals, firms or consortiums are invited to submit a sealed proposal to the Town of Breckenridge (hereinafter referred to as “TOWN”) to provide construction services as outlined in this document for the Christie Lane Culvert Rehabilitation – Trenchless Structural Liner Installation (“PROJECT”) for the TOWN.
The Town is seeking proposals from qualified trenchless rehabilitation contractors to furnish and install a structural liner within an existing 24‑inch corrugated metal culvert located between 105 and 107 Christie Lane.
The culvert runs approximately 70–75 linear feet north–south within Town right‑of‑way and has unrestricted surface access for project operations. Inspections document a downward bend at mid‑pipe, severe invert loss, rusted‑out sections, and edge deterioration, creating structural and hydraulic deficiencies.
The Town intends to rehabilitate the culvert using a cured‑in‑place pipe (CIPP) or equivalent trenchless structural liner that restores the full hydraulic capacity and long‑term durability of the crossing.
Bidders are strongly encouraged to visit the site before submitting proposals.
The purpose of this solicitation is to bind a competent, experienced consultant into a formal Agreement with the TOWN to perform the work described in the Request for Proposals. This invitation should not be construed as a commitment of any kind on the part of the TOWN, nor does it commit the TOWN to pay for any costs incurred in the submission of a proposal package, nor for any costs incurred prior to the execution of a formal Agreement.
Bidders are advised that the bids are subject to public disclosure under Colorado Law and will not be treated as confidential. All materials submitted become the property of the Town and may be made public in whole or in part at the discretion of the Town with two notable exceptions. Information marked confidential such as trade secrets and references shall be treated as privileged information and confidential commercial information under the Colorado Open Records Law.
