The Solano Transportation Authority (STA) invites qualified consultants to submit a Statement of Qualifications (SOQ) to provide On-Call Plan Development Support Services to the STA. The STA develops Solano countywide transportation and land-use plans. These plans are vital to improving the County’s transportation system.

RE: Request for Qualifications (RFQ) #2026-01 for On-Call Bench of Consultants to Provide

Solano Countywide Transportation and Land Use Planning Services

The Solano Transportation Authority (STA) has completed its evaluation of the Statements of

Qualifications (SOQs) received in response to RFQ #2026-01 released on February 13, 2026. The STA

received ten (10) SOQs from qualified consultants. The evaluation was conducted in accordance with the

RFQ terms and conditions.

The apparent best-evaluated consultants are the following: Aecom, DKS, GFT, Fehr and Peers,

Kimley-Horn, and TYLin. The STA can begin issuing a mini-Request for Proposals to these

consultants to develop and complete a particular planning task order. This notice is NOT an acceptance

of any offer and the STA retains the right to reject any proposals or withdraw the RFQ in its entirety.

This notice, in accordance with the subject of the RFQ, shall NOT create rights, interests, or claims of

entitlement in the apparent best-evaluated proposer or any firms. No firm shall acquire any such right

unless and until a contract agreement has been fully signed by all appropriate officials at the STA.
