Description: The New York City Public Schools (NYC DOE), on behalf of the Office of Student Pathways, is seeking proposals from organizations experienced and capable of providing specialized support services in a collaborative and integrated fashion with the NYC Department of Education’s transfer high schools, transfer charter schools, and Young Adult Borough Centers (YABCs). These schools serve over-age, under-credited students who face a higher likelihood of dropping out or aging out of the school system.

This Request for Proposals (RFP) seeks proposals for the following designated components:

Component 1 – Learning to Work for Young Adult Borough Centers (YABCs):

YABCs are afternoon and evening programs designed to meet the educational needs of high school students who are behind in credits. Students attend YABCs part-time in the afternoon/evening to earn a high school diploma. These programs serve two student populations:

  • Young adult students aged 17.5–21 years old who are in their fifth year or more of high school, have earned 17 or more credits toward graduation, and are committed to earning a high school diploma.

Component 2 – Learning to Work for Transfer Schools:

Transfer Schools are small, full-time high schools designed to re-engage students who have dropped out or are falling behind in credits. These schools serve students who are at least 16 years old, are over-age and under-credited for their grade, and have spent at least one year in another high school. Charter transfer high schools accept students as young as 15 years old.

Component 3 – Supplemental Student Support Services:

These services are designed to augment and intensify the direct services provided under Components 1 and 2. Examples include social support, academic enrichment (e.g., tutoring, homework assistance), and personal enrichment (e.g., leadership development, community service).

Vendors may submit a proposal for Component 1 and/or 2; however, proposals for Component 3 can only be submitted by vendors also proposing for Component 1 and/or 2. Proposals for Component 3 without a corresponding proposal for Component 1 and/or 2 will not be accepted.

Detailed service descriptions and requirements are provided in the Request for Proposal (RFP) solicitation.

This Proposal will be evaluated by a three or five-member evaluation committee. The evaluation committee's size will depend on the number of responses received and the DOE's best interest.

The committee will use the criteria listed on the RFP to evaluate each vendor (proposal). These services are being contracted out because the DOE does not have the resources or in-house expertise to provide the required services.
