Title: Well 37 Equipping Design Services - Request for Proposals

The Palmdale Water District is accepting proposals from qualified consultants for engineering design services for Well 37. A well site assessment was completed in 2025 for a proposed well 500’ West of Well 24, East of the intersection of Avenue P8 and 25th Street E in Palmdale, California. The District is moving forward with the design and construction of one well, which was identified as the most feasible based on the assessment.
This project will implement the recommendations of the 2025 Well 37 Site Assessment Report (Kyle Groundwater, Inc.), which identified the site as technically feasible for a municipal groundwater well producing 800–1,200 gallons per minute (gpm). The successful consultant will provide a comprehensive suite of hydrogeologic, civil, mechanical, structural, electrical, and environmental services to deliver a fully functional and equipped production facility.
The Well 37 project will include the drilling of a new municipal groundwater well and the subsequent installation of the permanent well equipping facilities. The well drilling services will be procured under a separate contract and are not included in this Request for Proposals. This RFP is solely for engineering design services associated with the well equipping. The selected consultant will provide engineering services for the design of the permanent well equipping system, including pump and column pipe design, electrical systems, wellhead structure, chemical feed systems, site improvements, and integration of the facility with the District’s water system.
The selected consultant shall provide integrated design and construction-phase services covering hydrogeology, architecture, civil, structural, mechanical, electrical, instrumentation, and environmental disciplines. Services will include design calculations, permit coordination, bid support, and construction-phase engineering necessary to deliver a fully operational municipal well facility compliant with the State Water Resources Control Board, Division of Drinking Water (DDW) standards.
The Palmdale Irrigation District was formed in 1918 under the provisions of Division 11 of the Water Code of the State of California to supply irrigation water to the approximately 4,500 acres of agricultural land within its boundaries. Under this Code, the District’s primary functions were, and continue to be, to acquire, control, conserve, store, and distribute water for the beneficial use of inhabitants and water users within the District.

Special districts provide accountability and a means to vote selectively and provide customers the opportunity to express their preferences more precisely.
