The Indian Health Service (IHS), Portland Area Office intends to solicit one (1) firm-fixed-price requirement for a maintenance service agreement for Cepheid GeneXpert Molecular Diagnostic Instruments used by the Portland Area Clinical Laboratories at multiple service unit locations, including the Fort Hall Service Unit, Warm Springs Service Unit, Western Oregon Service Unit, and Yakama Service Unit. The requirement is planned for a one-year base period with up to four (4) option years, for a total potential performance period of up to five (5) years. The applicable NAICS code is 334516. The Government may issue an interim extension of the existing purchase order to ensure there are no gaps in service, as the current maintenance agreement is scheduled to end on March 31, 2026.
This notice is in accordance with 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable.
Interested parties shall not be reimbursed for any costs associated with the preparation or submission of responses to this Sources Sought Notice. Any proprietary information submitted should be clearly marked. Organizations submitting a Capability Statement in response to this notice must identify their business size status and indicate whether they are authorized by the manufacturer to provide the required maintenance agreement.
Respondents must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application.
Responses should include: (1) Business Name, (2) Point of Contact Name, Phone Number, and E-mail Address, (3) UEI, and NAICS code, (4) Business Size SMALL OR LARGE, (5) Type of Business NATIVE OWNED, SERVICE-DISABLED VETERAN OWNED, 8A, HUBZone, WOMEN-OWNED, etc., (6) Demonstration capability, and capacity to furnish goods/services. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to the Point of Contact below in MS Word or Adobe Portable Document Format (PDF). (7) Complete the IEE Form. All information submissions shall be received via e-mail to Morningstar.Smith@ihs.gov, Purchasing Agent,. E-mail shall include “75H71326Q00023” on the subject line.
