COMBINED SYNOPSIS/ SOLICIATION



This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.



Solicitation number FA700026Q0073 is issued as a request for quote (RFQ) for sUAS drones in accordance with the specifications provided in Attachment 1.



This acquisition is 100% set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Set-Aside: 100% Small Business | NAICS: 336411 (Size Standard: 1,500 Employees) Shipping: FOB destination to USAF Academy, CO 80840. Include shipping charge in product pricing, do not list on a separate CLIN.



1. Schedule of Supplies (CLIN Structure)



The United States Air Force Academy (USAFA) 34th Training Support Squadron (TRSS) requires the procurement of 28 commercial off the shelf (COTS) small Unmanned Aircraft Systems (sUAS) to directly support cadet warfighter training and operations. Vendors quoting an "equal" product must submit sufficient technical documentation, product literature, and specifications alongside their quote to demonstrate the alternative product meets or exceeds the salient characteristics of the preferred Skydio brand listed in Attachment 1.

2. Mandatory National Security & NDAA Compliance



Prohibition on Covered Foreign UAS: In accordance with Unmanned Aircraft Systems Manufactured or Assembled by American Security Drone Act—Covered Foreign Entities (American Security Drone Act of 2023, within the National Defense Authorization Act for Fiscal Year 2024 (Pub. L. 118-31, Div. A, Title XVIII, Subtitle B, 41 U.S.C. 3901 note prec.)), the Contractor shall not provide or deliver any UAS, or any related services or equipment, that is manufactured in a covered foreign country (including the People’s Republic of China, Russia, Iran, or North Korea) or by an entity domiciled in a covered foreign country.

Note: Full compliance with Section 889 (DFARS 252.204-7017/18) regarding covered telecommunications equipment is also mandatory.



3. Addendum to FAR 52.212-1 Instructions to Offerors —Commercial Products and Commercial Services.



A. Brand Name or Equal Submissions:

Vendors quoting an "equal" product must submit sufficient technical documentation, product literature, and specifications alongside their quote. The Government will rely entirely on this documentation to determine if the alternative product meets or exceeds the salient characteristics of the preferred Skydio brand (See Attachment 1).



B. Submission Package Requirements:

To be considered responsive, contractors must email the following to marissa.morris.4@us.af.mil and danielle.hyde.2@us.af.mil by 23 July 2026 at 10:00am MDT:




  1. Completed and signed SF1449 (Blocks 17a include SAM UEI, 30a-c). Total quoted price for CLINs 0001- CLIN 0004 on page 3 of the SF1449, valid for a minimum of 60 days. The total extended price is calculated by multiplying the stated unit price by the corresponding quantity. In the event of a mathematical discrepancy between the unit price and the extended total, the unit price shall govern.

  2. Technical capability documentation (only required if quoting an "Equal" product).

  3. Authorized reseller's certificate (if applicable).

  4. Verification of active SAM.gov registration with completed FAR and DFARS representations and certifications to include FAR 52.240-90 (Security Prohibitions and Exclusions Representations and Certifications).

  5. Completed and signed Buy American Certificate (Attachment 2).



4. FAR 52.212-2 Evaluation--Commercial Products and Commercial Services.



Paragraph (a) is amended as follows:



(a) The Government may submit an offer in the form of a purchase order to the quoter that represents the best value to the Government. All quotes submitted will be reviewed for completeness. Quotes that are incomplete or missing information may be considered non-responsive and excluded from the evaluation. Supplier Risk Management Scores will be evaluated IAW DFARS 252.204-7024 Notice on the Use of the Supplier Performance Risk System (SPRS) (Mar 2023). The Government will select the awardee that represents the best value based on price, past performance, and technical capability.

The Government will evaluate technical capability on an acceptable/unacceptable basis (meeting all requirements in Attachment 1). As a critical element of technical capability, the Government will perform a security and supply chain compliance review in accordance with FAR 52.240-91 (Security Prohibitions and Exclusions). The Government will query the unified federal "do not buy" database to verify that the quoter, the sUAS manufacturer, and all proposed sUAS components/software are not subject to any active FASCSA, ASDA, or other federal security exclusion orders. Any quote proposing equipment or sources subject to a prohibition under FAR 52.240-91 will be determined technically unacceptable and ineligible for award.

To maximize efficiency, the Government will utilize the following phased evaluation methodology:

Phase 1 (Price Ranking): All received quotes will be ranked by total evaluated price, from lowest to highest.

Phase 2 (Technical & Past Performance): The Government will initially evaluate only the three (3) lowest-priced quotes for technical capability (meeting all requirements in Attachment 1) and past performance.

Phase 3 (Award Selection): If one of the three lowest-priced quotes is determined to represent the best value and is technically acceptable, award will be made to that offeror. If none of the first three quotes are determined to represent the best value to the Government, the evaluation team will evaluate the fourth lowest-priced quote, and so on, in ascending order of price, until a best value awardee is selected.
