NOTICE IS HEREBY given that the City of Hayward invites sealed proposals for 25-015 Heat Pump Water Heater Direct Installation Program . Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the Utilities , 777 B Street , Hayward , CA 94541-5114 . All proposals must be submitted to the City's eProcurement Portal by 12:00 pm on Thursday, February 27, 2025 and clearly identified with RFP title, number, company name and due date. It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time, as late bids will not be accepted and deemed nonresponsive.
The City is governed by a City Council / City Manager form of government. The City Council is made up of six members plus a mayor that serves as the head of the City Council. The City Council appoints a City Manager to oversee the City’s twelve departments.

The Russell City Energy Center (RCEC) is a 600-megawatt power plant located in Hayward’s industrial area. The plant is owned and operated by the Calpine Corporation and began commercial operations in 2013. On May 27, 2021, RCEC experienced a mechanical failure of the steam turbine generator that resulted in an explosion and fire. The steam turbine generator experienced extensive damage and debris from the explosion flew from the site to surrounding areas.
Following settlement negotiations between Calpine and the CEC, Calpine agreed to contribute funds to the City for clean energy efficiency projects in the City to support grid resiliency, including microgrids, solar energy, and/or battery storage installations. On September 12, 2023, the Hayward City Council approved $328,000 for a heat pump water heater installation program that will focus on low-income customers enrolled in PG&E’s CARE program and located in the census tracts nearest RCEC.
