General Notice
City of Ola (Owner) is requesting Bids for the construction of the following Project:
Intake Structure
Project Number: 24RU40030
Bids for the construction of the Project will be received by the City of Ola located at 115 Pennington St, Ola, AR 72853, until Wednesday, August 26, 2026 at 10:00 AM, local time. At that time the Bids received will be “publicly” opened and read aloud.
The Project includes the following Work: Extend the City of Ola’s raw water intake further into the lake to draw from greater depths, thereby significantly improving raw water quality. The work includes installing submerged 12-inch HDPE DR17 piping from the existing intake tower to a deeper lake-bed terminus. This new underwater intake terminus features dual passive cylindrical wedge-wire T-screens anchored to a heavy 6’x6’ reinforced concrete foundation. To secure the underwater work zone and alert public marine traffic, five (5) high-visibility regulatory warning buoys will be permanently anchored on the lake surface at a 300-foot radius around the submerged pipeline.
The Project has an expected duration of 90 consecutive calendar days.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Digital copies are available for download after registration at www.questcdn.com for a non-refundable fee of $50 by inputting Quest Project Number 10302119 on the “Project Search” page. IN ORDER TO BE ACCURATELY REGISTERED AS AN ELIGIBLE PLAN HOLDER, contract documents must be obtained from QuestCDN.com or OWN, Inc., and must accurately register as a plan holder. Bid documents submitted that were obtained through a 3rd party will be considered non-responsive.
The project will be awarded to the lowest, responsive, responsible bidder. The Owner reserves the right to waive any informalities or minor defects or to reject any or all bids and to re-advertise and to rebid.
Each Bidder must deposit with his/her bid, security in the amount of five percent (5%) of his/her base bid which is subject to conditions provided in the EJCDC C-200 Instructions to Bidders.
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and State Prevailing wage rates to be paid under the contract.
No bidder may withdraw his bid within 90 days after the actual date of the opening thereof.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office during normal business hours, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying $175.00 for each set. Make checks for Bidding Documents payable to OWN, Inc. No refunds will be given to any Bidders for any reason. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent.
Pre-bid Conference
A pre-bid conference for the Project will NOT be held.
