RFP NO. 26-0001
NOTICE OF REQUEST FOR PROPOSALS AND ADVERTISEMENT TO PROPOSERS
The City of Highfill, Arkansas is requesting proposals for the award of an exclusive franchise for the collection of residential and commercial solid waste and recyclables. Services will include the once-per-week collection of solid waste and single-stream recyclables from all residential dwelling units in Contractor-provided and City-provided carts, on-call residential bulk waste collection, commercial solid waste collection, and the transfer of all collected materials to permitted disposal and processing facilities. The City will bill and collect from all residential and commercial customers; the successful Proposer will not bill any customer.
MANDATORY PRE-PROPOSAL CONFERENCE. A mandatory pre-proposal conference will be held Monday, August 17, 2026 at 10:00 a.m. at Highfill City Hall, 2560 W Hwy 12, Highfill, Arkansas 72734. Proposers must arrive on time and remain until the conference concludes. The City will not accept a proposal from any firm that does not attend. Written questions concerning this solicitation must be received no later than September 10, 2026.
Sealed proposals must be received at Highfill City Hall, 2560 W Hwy 12, Highfill, Arkansas 72734, Attention: Haleigh Chapman, Customer Service Lead, no later than 12:00 Noon (local time) on Tuesday, September 15, 2026. Proposals will be opened and recorded at that time at City Hall. Proposals received after that time and date will not be considered and will be returned unopened at the Proposer’s request and expense. Electronic submittals will not be accepted.
Each proposal shall consist of one (1) signed original and one (1) electronic copy on a USB flash drive, submitted together in one sealed package marked on the outside: RFP #26-0001 - “RESIDENTIAL AND COMMERCIAL COLLECTION OF SOLID WASTE AND RECYCLABLES.”
Complete solicitation documents, including the Sample Franchise Agreement and the Financial Proposal Form, may be obtained from Haleigh Chapman, Customer Service Lead, at the address above, by telephone at (479) 736-5711 ext. 1008, or by email at hchapman@highfillarkansas.gov . Office hours are Monday through Friday, 8:30 a.m. to 4:30 p.m. It is each Proposer’s responsibility to confirm receipt of all addenda before submitting a proposal.
The anticipated franchise term is ten (10) years commencing December 28, 2026 and terminating at 11:59 p.m. on December 31, 2036, with two (2) optional five (5) year renewal terms. Award will be made to the responsible and responsive Proposer whose proposal is most advantageous to the City under the evaluation criteria stated in the RFP, and will not be based on price alone. The successful Proposer will be required to furnish a Payment and Performance Bond as provided in the Franchise Agreement.
The City of Highfill reserves the right to reject any or all proposals, to waive any defect, irregularity, or informality in any proposal or in the proposal procedure, to reissue this solicitation, and to extend the deadline, to the extent permitted by Arkansas law.
