Quinault Wellness Center (QWC) and Quinault Community Health (QCH) are seeking qualified
contractors to submit a Request for Proposal (RFP) for landscaping services of our facilities at all
locations.
Introduction
QWC/QCH invites qualified and experienced landscaping contractors to submit proposals to provide
comprehensive landscaping services for its facilities and surrounding grounds. The selected
contractor shall provide all labor, supervision, equipment, tools, materials, transportation, and
consumables necessary to maintain the landscaping areas in a safe, clean, professional, and
aesthetically pleasing condition.
The objective of this RFP is to engage a contractor capable of delivering high-quality landscaping
maintenance services while adhering to environmental, safety, and operational standards.
QWC/ QCH operates facilities that require continuous landscaping maintenance to ensure an
attractive environment for employees, visitors, and patients. The landscaped areas include lawns,
trees, shrubs, flower beds, irrigation systems, pathways, and other outdoor areas, maintained in the
highest professional standards.
Scope of Work
The selected contractor will be responsible for providing all labor, materials, and equipment for these
projects.
• Grass cutting and edging.
• Trimming and pruning of shrubs, hedges, and trees.
• Removal of weeds from all landscaped areas.
• Fertilization and soil conditioning.
• Seasonal planting and replacement of plants.
• Mulching of planting beds.
• Cleaning and maintenance of pathways and hardscape areas.
• Removal and disposal of landscaped debris and waste
• Provision of warranty and maintenance recommendations.
• Contactor shall ensure full compliance with all applicable healthcare ventilation and
infection control standards, including ASHRAE Standard 170, and any additional
requirements specific to outpatient healthcare facilities.

1. Lawn and Turf Maintenance
• Routine mowing of all turf areas during the growing season
• Trimming and edging around sidewalks, curbs, buildings, fences, signs, and landscaped beds
• Removal of grass clippings from paved surfaces
• Spot reseeding and minor turf repair as needed
• Fertilization and weed control program recommendations
2. Landscape Bed Maintenance
• Weed removal and prevention in landscaped areas
• Pruning and trimming of shrubs, hedges, and ornamental plants
• Removal of dead plants, branches, and debris
• Mulch or bark maintenance and replenishment as requested
• Seasonal flower planting options, if requested
3. Tree Maintenance
• Routine inspection of trees for hazards or disease
• Minor trimming of low-hanging branches
• Removal of fallen limbs and storm debris
• Identification and notification of any trees requiring arborist evaluation
Note: Major tree removal or arborist services may be quoted separately.
4. Irrigation System Monitoring
• Routine inspection of irrigation systems for leaks, damaged heads, or improper coverage
• Minor sprinkler adjustments
• Seasonal startup and winterization recommendations
• Notification to Owner of significant irrigation repairs needed
5. Parking Lot and Hardscape Maintenance
• Blowing and removal of leaves and debris from sidewalks, entrances, parking lots, and drive
lanes
• Weed control in cracks and curb lines
• Maintenance of clean and safe pedestrian access routes
• Removal of debris around dumpsters and exterior utility areas
6. Seasonal Services
• Leaf removal during the fall season
• Seasonal cleanup of planting beds and landscaped areas
• Storm cleanup services as needed
• Snow and ice response capabilities (if applicable and requested separately)

7. Exterior Appearance Standards
The Contractor shall maintain grounds in a clean, professional, and healthcare-appropriate condition
at all times. Special attention shall be given to:
• Main entrances
• Patient drop-off areas
• ADA pathways and ramps
• Signage visibility
• Outdoor seating and gathering areas
Contractor Responsibilities
The Contractor shall:
• Provide a designated point of contact/project manager
• Maintain all required business licenses and insurance
• Comply with all OSHA, state, tribal, and local safety regulations
• Coordinate scheduling to minimize disruption to patient care operations
• Promptly report hazardous conditions, vandalism, irrigation failures, or safety concerns
• Ensure staff conduct is professional and appropriate for healthcare environments
Optional / Additional Services (Provide Separate Pricing)
Contractors are encouraged to provide optional pricing for:
• Landscape redesign or enhancement projects
• Seasonal flower rotations
• Bark/mulch installation
• Pressure washing
• Parking lot moss treatment
• Irrigation repairs
• Snow and ice removal
• Emergency storm response
• Tree removal services
Frequency Expectations
Contractors should propose recommended service frequencies for:
• Mowing and edging
• Bed maintenance
• Leaf removal
• Irrigation inspections
• Seasonal cleanups
Proposed schedules should account for Western Washington's climate and seasonal growth
conditions.

A pre-bid site walk with the Facilities Director is required to improve bid accuracy and reduce change
orders.
The contractor shall ensure all work is completed in a manner that minimizes disruption to clinic
operations and patient services.
Cost Estimates
Proposals must include a detailed cost estimate, including:
• Labor costs
• Materials and equipment
• Any additional or optional costs
Project Timeline
Contractors should demonstrate the ability to meet timelines while accommodating a healthcare
setting with active patient services.

Proposal Submittal
Firms are solely responsible for all costs incurred in the preparation and submittal of the RFP.
Submittal becomes the property of QWC/ QCH and will not be returned. The proposal will be
evaluated based on the firm’s experience of the assigned project manager and team.
Respondents shall submit an electronic proposal that is limited to 10 pages. Responses must be
received by June 12, 2026.

Proposals shall demonstrate that the firm has the professional capability and availability to complete
all the tasks in a satisfactory manner. Contractors must be properly licensed and meet Washington
State Department of Labor & Industries requirements. Responses shall include:
1. The company’s legal name, address, telephone number and key contact email address;

2. The project manager assigned this project and a brief description of their qualifications and
list of projects and date of completion for projects similar in scope and experience working
with tribes;
3. The proposed work plan and schedule for activities to be performed;
4. Bid proposal based on the proposed scope of work, work plan and schedule;
5. Equipment specifications including manufacturer, make, and model numbers;
6. Warranty details including parts and labor;
7. Necessary or planned subcontractors, if any;
8. The firm’s Billing contact name, email, and phone number. Also include the preferred
invoicing schedule and terms;
9. Proof of current license, bond, and insurance, including general liability insurance, workers’
compensation, and professional liability insurance, if applicable. Include coverage limits and
certificates of insurance.
10. A minimum of three references that are knowledgeable regarding the firm’s performance on
projects. The references shall be for projects on which the Project Manager has performed.
Evaluation Criteria and the Selection Process
The basis of the award will be to the respondent receiving the most points based on the following
criteria:
• Completeness of the submittal (15 points)
• Quality of services (20 points)
• Cost / Price Proposal (20 points)
• Reputation and experience (15 points)
• Ability to meet all deadlines for delivery of the items (15 points)
• Understanding of healthcare facility requirements (15 points)
Total Possible Score: 100 Points
Proposals scoring below 70 points may be considered non-responsive and may not be eligible for
award.
Preference will be given to qualified Indian-owned firms per the QIN’s Indian Preference Policy.
Respondents must not have been suspended or debarred by the federal government.
