The Town of Madison is seeking the services of experienced and qualified professional engineering firms
or individuals to conduct a Wastewater Feasibility Study of the former Academy School property, known
as 4 School Street (Parcel 38-138) and the adjacent Town-owned parcels, 10 School Street (Parcel 38-
137), and 8 Meetinghouse Lane (Parcel 38-136). Existing and potential wastewater flows from the thre
Town-owned parcels, 4 School Street (Parcel 38-138) 10 School Street (Parcel 38-137), and 8
Meetinghouse Lane (Parcel 38-136) shall be considered in the capacity determinations. This Study will
help the Town determine which future uses the properties can support; which state agency holds
permitting jurisdiction; and what wastewater infrastructure and operating costs are associated with the
system(s). Based on the study results, the Town recognizes that all considered uses may not be feasible
and that the wastewater systems associated with some may be cost-prohibitive.
The selected firm or individual will complete the subsurface investigation and seasonal groundwater
monitoring needed to establish capacity, then deliver a report giving the Town clear direction on
allowable wastewater capacity and the range of uses it can support. It is anticipated that this project wil
begin in early November 2026.
The Town has compiled reference documents, mapping, and other materials relevant to this project.
Please refer to Appendix A.
The study area consists of the Town-owned Academy School parcel and the contiguous town owned
parcels containing historic buildings known as Lee Academy, Memorial Town Hall, the Powder House
(Chamber of Commerce Building), and the Chapel (Madison Youth & Family Services Building).

PROJECT AREA
The study area consists of the Town-owned Academy School parcel and the contiguous town owned
parcels containing historic buildings known as Lee Academy, Memorial Town Hall, the Powder House
(Chamber of Commerce Building), and the Chapel (Madison Youth & Family Services Building).
BACKGROUND
The Academy School property includes a former elementary school built in 1921 that is rich in history
and is located on a campus-like setting near Madison's Town Green, adjacent to other historic municipal
buildings and community ball fields, and a leisurely walk to the vibrant downtown and beautiful beaches.
The school was vacated by the Board of Education in 2004 and turned over to the Town in 2011 when it
was determined it was no longer considered a viable facility for the public-school system.
Since 2011, the Town undertook multiple public outreach efforts to determine potential adaptive reuse of
the Site which eventually led to a community driven proposal to convert the building into a community
center. In early 2022, the Town approved through referendum $15.9 million in bonding to fund the
community center project. The project was designed to include flexible, multiuse, and dedicated
community spaces as well as offices for selected municipal departments with space needs. The flexible
community space was intended to accommodate programming activities related to arts, education,
recreation and culture for all age demographics and based on needs identified during an extensive public
survey. However, due to subsequent construction cost escalations and sitespecific conditions,
construction bids solicited by the Town in late 2024 indicated a significantly higher project cost of $24
million. A new referendum was held in May 2025 to approve an increased project budget, but this failed
to gain support by the voters. In late 2025, the Town initiated an EOI process to determine alternate uses
for the site that meet Town strategic and financial objectives. Four responses were received and varied in
uses including residential, retail, office, hotel, restaurant, bar, spa, banquet center, and indoor sports
courts.

Review other applicable published information and additional information requested that the
Town may be able to provide.
Based on the considered potential uses of the land parcels that make up the study area and their
applicable design wastewater discharges, develop and conduct a subsurface investigation program
that includes test pits, borings, percolation tests, and the installation of groundwater monitoring
wells appropriate for a.) a conceptual option or alternates that would include an on-site system(s)
regulated by the Connecticut Department of Public Health, and b.) a conceptual option or
alternates that would include an on-site system(s) regulated by the Connecticut Department of
Energy and Environmental Protection.
Monitor groundwater elevations during the appropriate wet season to determine the seasonal high
groundwater elevations on the site and the direction(s) of groundwater flow.
Prepare an analysis of the capacity of the study area to absorb and disperse wastewater effluent
for a.) a conceptual option or alternates that would include an on-site system(s) regulated by the
Connecticut Department of Public Health, and b.) a conceptual option or alternates that would
include an on-site system(s) regulated by the Connecticut Department of Energy and
Environmental Protection.
Prepare an engineering report that summarizes the findings of the study and includes the technica
basis, design computations, and documentation for the conceptual options presented and
conceptual drawings that depict the alternates and any required related site improvements.
Present the findings of the study at a Board of Selectmen meeting and other municipal board or
