Mandatory Proposal Requirements
The following requirements are mandatory for all proposals. Proposals submitted after the
deadline or lacking any of the requirements listed below will not be accepted.
1. Proposals must be received via email no later than 12:00 PM (local time) on April 21,
2026.
2. The email subject line must include:
“Dually Flatbed Work Truck – Issue Date April 7, 2024”
Proposals must be addressed to jenniferr@burlingtonwa.gov.
3. All proposals submitted electronically must be in PDF format and must not exceed 20
MB in file size.
4. The maximum proposal length is 25 pages.
5. Proposals must include the legal name of the organization, firm, individual, or
partnership submitting the proposal, along with the following:
o Address of principal place of business
o Mailing address
o Phone number(s)
o Email address(es)
o Fax number (if applicable)
o Primary and secondary contact persons
6. To be considered for evaluation, proposals must address all requirements and
instructions contained in the RFP.
7. All references and supporting materials required by the RFP must be included with the
proposal.
8. Formal bid numbers must be entered on the City-provided bid sheet. All required
signatures and dates must be completed in full in the appropriate boxes or lines.
Incomplete bid sheets may result in disqualification.
9. Formal bid documents and required additional information to be submitted as one
email with all documents in one attachment labeled as stated above.

2. Introduction
The City of Burlington Street Department is requesting bids for the purchase of one (1)
heavy-duty 350 / 3500 class gasoline-powered dually flatbed work truck, new or used. The
City reserves the right to award based on best overall value, availability, compliance, and
delivery timeline. Vendors may submit bids for New, Used or Both options. Both requires
separate spec sheets.
3. General Vehicle Requirements
• 2019 or Newer
• 84” Cab to Axle
• 350 / 3500 series or manufacturer-rated equivalent
• Standard (regular) cab
• Dually rear wheels
• Gasoline engine only
• Automatic transmission
• Rear-wheel drive or 4x4 acceptable
• Power steering and brakes
• Air conditioning, tilt steering
• Power windows and door locks
• AM/FM radio with Bluetooth
• Backup camera
• Factory trailer tow package with factory brake controller
• White exterior color
• Vinyl seats with vinyl or rubber flooring (no carpet)
4. Flatbed, Rack, and Storage Requirements
• 12-foot commercial-duty steel flatbed
• Full-length ladder or material rack approximately 16 feet long
• Rack manufacturer or fabricator must be identified
• Truck storage boxes required:
- Two (2) eight-foot (8’) boxes
- Two (2) five-foot (5’) boxes
• Boxes must be lockable, weather-resistant, and professionally installed

5. New Vehicle Requirements (Option A)
• Factory new vehicle, current or most recent model year
• Provide MSRP documentation
• Full manufacturer warranty
• Factory auxiliary/upfitter switches (minimum four)
6. Used Vehicle Requirements (Option B)
• Model year 2019 or newer
• Odometer reading not to exceed 50,000 miles
• Clean title with no salvage, flood, or rebuilt history
• Mechanical inspection report and vehicle history report required
• City may require an in-person test drive prior to award
• Used Vehicle truck boxes must not leak and shall be watertight.
7. Submittal Requirements
Bidders shall submit the following:
• MSRP Documentation - New
• Completed pricing proposal
• Specification sheet
• Photo or rendering of proposed vehicle
• Rack manufacturer identification
• Inspection and history reports for used vehicles

8. Evaluation and Award
Bids will be evaluated based on specification compliance; total purchase cost; vehicle
condition and mileage (used option); warranty coverage; delivery timeline; and vendor
responsiveness. Awards may be made by option, by vehicle, or by any combination deemed
in the best interest of the City of Burlington. Failure to submit required documentation,
including specification sheets and photographs, may result in the bid being deemed non-
responsive. Bids that fail to include all required costs, including taxes, fees, and delivery to
Burlington, WA, may be rejected. The City reserves the right to waive any bid irregularities
when it is determined to be in the City’s best interest.
9. Delivery and Acceptance
Vehicles must be delivered fully assembled, cleaned, and ready for service. Delivery shall be
FOB Destination – City of Burlington, 951 S. Section Street, Burlington, Washington 98233.
Final acceptance is subject to inspection and verification of compliance with all
requirements of this RFB, including rack systems, truck box condition, and conformity with
submitted photographs. Any deficiencies identified during inspection shall be corrected at
no additional cost to the City prior to final acceptance.
10. Terms and Conditions
Payment shall be made upon delivery and final acceptance. Title and registration shall be
provided at the time of delivery. All vehicles and equipment must comply with applicable
federal, state, and local laws and regulations. No substitutions or material changes shall be
permitted without prior written approval from the City of Burlington. The City reserves the
right to reject any or all bids, waive informalities, and award in the best interest of the City.
