1. RFB INFORMATION

Mandatory Proposal Requirements
The following requirements are mandatory for all proposals. Proposals submitted after the
deadline or lacking any of the requirements listed below will not be accepted.
1. Proposals must be received via email no later than 12:00 PM (local time) on April 21,
2026.
2. The email subject line must include:
“Parks ½ ton pickup trucks X 2 – Issue Date April 7, 2024”
Proposals must be addressed to jenniferr@burlingtonwa.gov.
3. All proposals submitted electronically must be in PDF format and must not exceed 20
MB in file size.
4. The maximum proposal length is 25 pages.
5. Proposals must include the legal name of the organization, firm, individual, or
partnership submitting the proposal, along with the following:
o Address of principal place of business
o Mailing address
o Phone number(s)
o Email address(es)
o Fax number (if applicable)
o Primary and secondary contact persons
6. To be considered for evaluation, proposals must address all requirements and
instructions contained in the RFP.
7. All references and supporting materials required by the RFP must be included with the
proposal.
8. Formal bid numbers must be entered on the City-provided bid sheet. All required
signatures and dates must be completed in full in the appropriate boxes or lines.
Incomplete bid sheets may result in disqualification.
9. Formal bid documents and required additional information to be submitted as one
email with all documents in one attachment labeled as stated above.

2. INTRODUCTION
The City of Burlington Parks Department is requesting bids for the purchase of two (2)
½‑ton 4x4 pickup trucks. Vendors may submit bids for one or more of the following
options:
Option A – New Gasoline Vehicles
Option B – Used Gasoline Vehicles (2016 or newer)
Option C – New Hybrid Vehicles ONLY
Option D – New All‑Electric Vehicles ONLY
Vendors may bid on one or more options under this RFB. Vendors are not required to
submit pricing for all options. The City reserves the right to award based on availability,
pricing, and best value.
Used vehicles are limited to gasoline models only. Hybrid and all‑electric vehicles must be
new only.
3. VEHICLE REQUIREMENTS (APPLICABLE TO ALL OPTIONS)
Meet or exceed the specifications of a 2026 Ram Tradesman Quad Cab 4x4 (or
equivalent)
½‑ton pickup truck or manufacturer‑rated equivalent
4x4 drivetrain (AWD acceptable for hybrid or electric)
Extended Cab / Quad Cab configuration
Minimum bed length: 6 feet 4 inches (6'4")
Automatic transmission
Power steering and power brakes
Air conditioning
Tilt steering wheel
Power windows and door locks
AM/FM radio with Bluetooth
Backup camera
Factory trailer tow package required (hitch receiver, wiring, manufacturer‑rated towing
capability, and factory brake controller)
Vinyl seats
Vinyl or rubber flooring (NO carpet)
Exterior color: White
Interior color: Dark/Neutral
Compliance with all federal and state safety standards
4. OPTION A – NEW GASOLINE VEHICLE REQUIREMENTS
Factory new vehicle (current or most recent model year)
Gasoline engine; no prior retail ownership
Extended Cab
Automatic transmission
White exterior, vinyl seats, no carpet
Factory trailer tow package with factory brake controller
Factory‑installed switch block / auxiliary upfitter switches (minimum 4 switches)
Full manufacturer’s warranty (bumper‑to‑bumper and powertrain)
Manufacturer documentation provided at delivery
Delivery within ________ days of award
5. OPTION B – USED VEHICLE REQUIREMENTS (GASOLINE ONLY)
Model year: 2016 or newer
Gasoline powertrain only
4x4 drivetrain
Extended Cab configuration
Automatic transmission
White exterior
Vinyl seats
Vinyl or rubber flooring (NO carpet)
Factory trailer tow package with factory brake controller
Maximum mileage per vehicle: ≤ 60,000 miles
Clean title (no salvage, rebuilt, or flood titles)
No frame damage or structural repairs; no major accidents
Mechanical inspection report required
Vehicle history report (Carfax or equivalent)
Minimum dealer warranty or guarantee (if available)
Extended Warranty information
Used hybrid or used all‑electric vehicles will not be accepted.
6. OPTION C – HYBRID VEHICLE REQUIREMENTS (NEW ONLY)
Factory new only (current or most recent model year)
½‑ton pickup truck or manufacturer‑rated equivalent
4x4 or AWD drivetrain
Extended Cab configuration
Automatic transmission
White exterior
Vinyl seats
Vinyl or rubber flooring (NO carpet)
Factory trailer tow package with factory brake controller
Factory‑installed switch block / auxiliary upfitter switches (minimum 4 switches)
Gas‑electric hybrid powertrain
Manufacturer‑rated fuel efficiency documentation provided
Full manufacturer hybrid system warranty and full vehicle warranty
7. OPTION D – ALL‑ELECTRIC VEHICLE REQUIREMENTS (NEW ONLY)
Factory new only (current or most recent model year)
½‑ton class pickup truck or manufacturer‑rated equivalent
AWD or 4x4 capability
Extended Cab configuration
Automatic transmission (if applicable)
White exterior
Vinyl seats
Vinyl or rubber flooring (NO carpet)
Factory trailer tow package with factory brake controller
Factory‑installed switch block / auxiliary upfitter switches (minimum 4 switches)
Fully electric powertrain
Minimum manufacturer‑rated driving range: ≥ 250 miles
Level 2 charging capability required; DC fast‑charging preferred
Full manufacturer battery warranty and full vehicle warranty
8. OPTIONAL EXTENDED WARRANTY INFORMATION (USED GASOLINE
VEHICLES ONLY)
Bidders proposing used vehicles shall provide information on optional extended warranty
coverage, if available.
Information shall include: provider, coverage type, term/mileage, deductible (if any),
coverage start date, transferability, claims process, and exclusions.
Extended warranty pricing must be listed separately, provided per vehicle, and clearly
identified as optional.
Submission of extended warranty information does not obligate the City of Burlington to
purchase an extended warranty.
9. Manufacturer Specifications
A manufacturer or dealer specification sheet shall be provided for any proposed vehicle
option.
Spec sheets must clearly demonstrate compliance with all requirements of this RFB,
including but not limited to cab configuration, bed length, drivetrain, interior materials,
trailer tow package, factory brake controller, required equipment, and upfitter switch count.
10. Bid Process
Provide pricing per vehicle and total for two (2) vehicles, including base vehicle, required
equipment, delivery, documentation fees, and any incentives/credits (clearly identified).
Separate pricing by option: Option A – New Gasoline; Option B – Used Gasoline; Option C –
New Hybrid; Option D – New All‑Electric.
All pricing shall be all-inclusive and include all applicable taxes, fees, documentation charges,
and delivery costs to Burlington, Washington (ZIP Code 98233).
Pricing shall be provided FOB Destination – Burlington, WA.
Bidders shall clearly itemize sales tax as a separate line item for transparency.
11. EVALUATION AND AWARD
Bids will be evaluated based on specification compliance; total purchase cost; operating and
maintenance costs; warranty coverage; vehicle condition and mileage (used option);
delivery timeline; and vendor responsiveness.
Awards may be made by option, by vehicle, or by any combination deemed in the best
interest of the City of Burlington.
Failure to submit a specification sheet for a proposed vehicle option may result in the bid
being deemed non‑responsive.
