POST FALLS POLICE DEPARTMENT PARKING LOT EXPANSION
INVITATION TO BID
Sealed bids will be received by the City Clerk, at the Post Falls City Hall and opened in the 2nd floor
conference room, 408 North Spokane Street, Post Falls, Idaho 83854, until 2:00pm local time on Tuesday,
April 7th, 2026 for the Post Falls Police Department Parking Lot Expansion project. Bids will be opened
and publicly read at the above hour and date.
The project can be summarized as the construction of a two-tier parking lot, with public parking on the
lower (southern) tier, secure parking on the upper (northern) tier, and a 24-foot-wide connecting drive
aisle and a reserved future-development pad located between the two parking tiers for the City of Post
Falls Police Department. The work generally includes: site demolition, clearing and grubbing,
excavation, grading, asphalt paving, striping for parking stalls, and the construction of concrete walls
up to 3-feet in height, curbing, drainage curb cuts, valley gutters, sidewalks, a concrete approach,
bioinfiltration swales, berms, a V-ditch, and the installation of wheel stops, fencing with smooth
barbed-wire, security gates, a trench drain, riprap, single-depth drywells, domestic water, fire, and
sanitary sewer services, utility conduits, lighting, landscaping, an irrigation system, erosion control,
traffic control, and other associated site improvements.

available at City Hall.
A pre-bid conference will be held at the Post Falls City Police Department Community Conference Room
located at 1717 E Polston Ave, Post Falls, ID 83854 on Thursday, March 26th, 2026, at 10:00am local time.
Attendance is encouraged but not required.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer
to the Instructions to Bidders that are included in the Bidding Documents.
Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashiers check or
cash in the amount of 5% of the bid proposal amount. Said bid security shall be forfeited to the City of
Post Falls as liquidated damages should the successful bidder fail to enter into contract in accordance with
their proposal as specified in the Instructions to Bidders. A Public Works Contractor License for the State
of Idaho is required to bid this work.
The City of Post Falls reserves the right to reject any or all proposals, waive any nonmaterial
irregularities in the bids received, and to accept the proposal deemed most advantageous to the best
interest of the City of Post Falls. All prospective bidders are directed to the Instructions to Bidders for
discussion of Bid policies, procedures, and requirements.
The City of Post Falls City Council, in accordance with Title VI of the Civil Rights Act of 1964, 78 stat.
252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of
Transportation issued pursuant to such Act , hereby notifies all firms that no person or organization
shall be discriminated against based on race, religion, color, age, sex, or national origin, in consideration
for an award pursuant to this advertisement. To the extent, Bidder intends to subcontract any of the
work subject to this advertisement, the Bidder must include this notice in any agreements with
subcontractors. Additionally, minority business enterprises are encouraged to submit responses to this
invitation.
