AMENDMENT 2: This amendment is to remove clauses and provisions in accordance with Class Deviation—Restoring Merit-Based Opportunity in Federal Contracts: This class deviation implements E.O. 14173, Ending Illegal Discrimination and Restoring Merit-Based Opportunity, and E.O. 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government. E.O. 14173 revoked E.O. 11246, which was the source of the coverage at FAR subpart 22.8. E.O. 14168 directs the Government to not use the term “gender” in Federal policies and documents.
Please see the attached solicitation amendment for the updated clauses and provisions.
Amendmnet: this amendment corrects the line "This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation (FAR) Part 13.603(b) for purchases not exceeding the simplified acquisition threshold of $250,000."

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. Supervisor of Shipbuilding, Groton, CT intends to award a sole source delivery order for Hermetic Units for Virginia Class submarines. The North American Industry Classification System Code (NAICS) for this requirement is 333415 with the size standard of 1,250. The Product Service Code (PSC) is 4110. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation (FAR) Part 12.603 for Streamlined solicitation for commercial products or commercial services.
Interested parties may identify their interests and capability to respond to this requirement within 15 days of this
notice. Any response to this notice must show clear and convincing evidence that competition would be
advantageous to the Government. Information received will be considered solely for the purpose of determining
whether or not to conduct a competitive procurement. A determination by the Government not to compete this
proposed purchase order based upon response to this notice is solely within the discretion of the Government. No
reimbursement for any cost connected with providing capability information will be provided.
