The Texas Department of Agriculture (TDA or Department), an agency of the State of Texas, issues thi s REQUEST FOR PROPOSAL (RFP) to solicit responses from qualified Respondents for services to facilitate the issuance of public securities, as well as the creation and implementation of financing programs on behalf of TDA and the Texas Agricultural Finance Authority (TAFA), as described in this Section II and in this solicitation. TDA’s objective is to obtain the services that represent the best value for TDA and the State of Texas, according to the terms and conditions of this solicitation.
The Texas Department of Agriculture (TDA), on behalf of the Department and TAFA, is seeking a Contractor to provide financial advisory services. The primary function of these services is to facilitate the issuance of public securities, as well as the creation and implementation of financing programs. Contractor will provide financial recommendations, develop financial models, and monitor current program practices.
