Description: Introduction The Essex County Land Bank (ECLB) invites proposals from qualified civil engineering firms to provide site feasibility and infrastructure design analysis for three properties located within the hamlets of Westport, Chesterfield, and North Hudson, New York. The objective is to evaluate the suitability of each site for the placement of new modular homes in compliance with New York State building codes, local zoning requirements, and Adirondack Park Agency (APA) regulations. Work will focus on identifying site constraints, determining infrastructure needs, and providing cost projections for preparing the parcels for residential development. A boundary survey is already being conducted under a separate contract and will be made available to the selected consultant. They will need to work with Darrah Surveying. Minority- and Women-Owned Business Enterprise (MWBE) and Equal Employment Opportunity (EEO) PolicyThe Essex County Land Bank (ECLB) is committed to ensuring full compliance with New York State Homes and Community Renewal (HCR) requirements regarding participation by Minority- and Women-Owned Business Enterprises (MWBEs) and the promotion of Equal Employment Opportunities (EEO). Consistent with Article 15-A of the New York State Executive Law and HCR’s contractual goals, proposers are strongly encouraged to engage MWBE firms and to demonstrate good faith efforts to meet or exceed participation goals. Firms must also comply with all applicable EEO requirements in hiring, subcontracting, and workforce development. All respondents must submit an MWBE/EEO Utilization Plan as part of their proposal, identifying any MWBE subcontractors or suppliers to be used in carrying out the scope of work. Failure to demonstrate a commitment to MWBE participation and EEO compliance may impact the evaluation of the proposal.
