REQUEST FOR BID
The City of Manchester hereby gives notice: Request for Bids for the
“Aquatic Center Feasibility Study” will be received by the Parks and
Recreation Director, 359 Old Meramec Station Road, Manchester, MO
63021, until 10:00 a.m. on Wednesday, February 18th, 2026. All Bids will
be opened and publicly read aloud at that time. Bids received after said
time will be returned unopened.
Two copies of the Bid should be submitted in a sealed envelope clearly
marked "Aquatic Center Feasibility Study”.
Documents may be obtained at the Manchester Parks and Recreation
Office (Paul A. Schroeder Park), 359 Old Meramec Station Rd.,
Manchester, MO 63021, between the hours of 8:00 a.m. and 4:30 p.m.

The City reserves the right to reject any or all Bids, to waive informalities in
bidding, to negotiate with any or all bidders or others for more favorable
terms or prices, and to award a contract to other than the bidder submitting
the lowest cost bid proposal, with or without negotiation. The City reserves
the right not to open a sole bid.

AQUATIC CENTER FEASIBILITY STUDY
AT THE MANCHESTER AQUATIC CENTER
I. PURPOSE
The purpose of the aquatic center feasibility study is to evaluate options for
replacing or renovating the City’s aging aquatic center by developing conceptual
designs, estimating project and operational costs, and assessing public support
and willingness to fund. The study will guide decision making by identifying a
community supported path forward that aligns with the City’s long term recreation
goals and financial capacity.
II. PROJECT OVERVIEW/SCOPE OF WORK
A. Project Overview – The Manchester Parks Department is seeking qualified
companies (herein noted as "Contractor"), familiar with the aquatics industry,
with a demonstrated capability to develop a robust aquatic recreation facility
feasibility study that will identify and analyze community needs and research
options for the following:
• Remodeling the existing facility; and
• Demolishing the existing facility and raising a new aquatic center on
the current site.
o The Aquatic Center Main Building (comprising of offices,
concession stand, and bathrooms) will be retained and
minimally renovated.
o No indoor or year-round components are to be included.
o Consider maintaining a similar total water surface area or
capacities.
o Based on staff and stakeholder feedback, the City may
request alternative concepts to explore a modified or hybrid
approach. If needed, this third concept would be based on
refinements or combinations of the initial two and should be
accounted for in the consultant’s work plan and fee structure.
The research conducted for both options should assess the Manchester
Aquatic Center’s current situation and make recommendations on a strategy
to project future needs. In addition, each should outline:
• Detailed action plan with Short-term zero (0) - five (5) years,
Intermediate-term six (6) - ten (10) years, and Long-term ten (10) -
thirty (30) years.
B. Scope of Work
1. STAKEHOLDER ENGAGEMENT:
• Conduct targeted outreach with stakeholder groups that may
include: pool pass holders, residents, pool staff, and known users
of the current facility.
• Gather input to inform the concepts and establish priorities for
programming and features.

2. COMMUNITY SURVEY:
• Prepare and administer a community-wide survey to:
o Gauge willingness to pay for enhancements presented in
concept plans.
o Understand broader resident priorities and support for the
project.
3. NEEDS ANALYSIS:
Meet with the Parks Department, plus any designated community
groups and/or individuals involved in the project to analyze needs
and determine objectives.
• Evaluate the physical condition of the swimming pool at the existing
aquatic center to help determine the overall lifespan of the pool and
any necessary repairs needed along with associated cost
estimates.
4. CONCEPTUAL PLANNING:
• Develop conceptual plans of various aquatic facility concepts that
will meet the aquatic program needs determined through the needs
assessment.
• Prepare an Opinion of Probable Construction Cost for the aquatic
facility. Recent project bid figures of similar projects will be used as
well as national estimating guides and local cost adjustment
factors. The hard construction cost figures will be supplemented by
a development cost factor, which will include such "soft" costs as
professional fees, survey, geotechnical report, document
reproduction, advertisement for bids, and all anticipated expenses
related to the administration of the project. The sum of these two
cost figures will be the total project cost so that the Owner will have
a comprehensive overview before making an informed decision
about the project.
• Provide a comparative analysis between a renovation of the
existing aquatic center and new construction.
• Develop a basic operations model for each concept that includes:
o Core revenue projections from programs (swim team,
swim lessons, water fitness) and memberships.
o Annual operating costs and expected net subsidy.
Target: is a breakeven or $0 per year in City subsidy.
o Staffing requirements by concept, especially lifeguard
needs.
5. PRESENTATION:
• A final presentation to the Parks Department and to the Manchester
Board of Aldermen outlining the methods and results of the study
will be made and a final report detailing the study processes and
outcomes will be submitted.

6. REQUIRED DELIVERABLES:
• Draft Feasibility Study of project components as described under
Scope of Work above with presentation to Parks Department Staff.
• Final Aquatic Facility Feasibility Study results of project
components as described under Scope of Work above on or before
09/18/2026 including conceptual site plans and renderings.
• Summary report of stakeholder engagement and survey results.
• Final Presentation to Parks Department Staff.
• Final Presentation to Board of Aldermen and community
stakeholders.

D. Bid Submittals. Bid submittals shall be accompanied by the following:
1. Documentation showing the bidder’s participation in a federal work
authorization program, pursuant to Section 285.230 R.S.Mo. and in
accordance with this Request for Bid.
2. Proof of lawful presence of the Authorized Representative of the
Contractor, pursuant to Section 208.009 R.S.Mo. and in accordance
with this Request for Bid.
3. A satisfactory Affidavit of Non-Collusion in substantially the form
provided in the Bid Documents.
4. Certificates of insurance showing evidence of required insurance
coverage in accordance with the Bid Documents.
5. Various affidavits required by the Bid Documents.
