Overview

Summary

Mohave County ("County") is seeking proposals from qualified respondents for the provision of Sex Offender Treatment Services under the direct supervision of the County's Probation Department ("Department"). All proposals are due before 2:00 pm on Thursday, October 29, 2026 .

Background

Contractors meeting the specifications identified herein, must be able to service each Probation designated service area within the boundaries of Mohave County as described below:

  1. Mohave County is in the northwestern corner of Arizona. Its combined population is approximately 250,000. The County’s seat is in Kingman, Arizona.
  2. Mohave County is broken into four service areas:
    1. Kingman
    2. Bullhead City
    3. Lake Havasu City
    4. Arizona Strip Area (Colorado City, Littlefield, Fredonia, etc.)

The County land mass consists of two sections divided by the Grand Canyon, with no direct land communication between them. The northern section (service area 4), smaller and less populated, forms the western part of the Arizona Strip, bordering Utah and Nevada. The larger southern section (areas 1, 2, 3), borders Nevada and California across the Colorado River, which forms most of the county's western boundary. The southern section includes Kingman, the county seat, and other cities, as well as part of the Mojave Desert.

Mohave County contains parts of Grand Canyon National Park and Lake Mead National Recreation Area and all of the Grand Canyon-Parashant National Monument. The Kaibab, Fort Mojave and Hualapai Indian Reservations also lie within the County.

The County has a total area of 13,461 square miles (34,860 km), of which 13,311 square miles (34,480 km) is land and 150 square miles (390 km) is 1.1% water. It is the second-largest county by area in Arizona and the fifth-largest in the United States (excluding boroughs and census areas in Alaska).
