INSTRUCTION FOR RESPONDING TO THIS BID
1. Vendors interested in bidding on the referenced items should read the entire document. The vendor must complete all
sections of this document including the VENDOR RESPONSIBILITY FORM and sign where indicated. Your signature
identifies your acceptance of all terms and conditions herein.
2. All vendors must fill in the prices being requested in the places and formats indicated. All blank spaces in said bid shall
be filled in and no changes shall be made in the phraseology, or in the items, terms and conditions contained therein.
3. Completed bids shall be mailed to the address indicated at the top of this page. Only sealed bids received hard copy will
be considered. Faxed or emailed bids are NOT PERMITTED.
4. Please indicate the bid specification number and due date on the outside of your submitted bid mailing envelope.
5. The City of New Rochelle is a sponsor of the Westchester Affirmative Action Equal Employment Agreement and
encourages all minorities to submit bids. Firms qualified and certified as Minority Business Enterprises (MBE) and

Intent
The City of New Rochelle ("City") is soliciting sealed bids from qualified and experienced towing service providers to
furnish towing, recovery, roadside assistance, and related storage services for City-owned vehicles and for vehicles subject
to enforcement actions. Services shall be provided in accordance with New York State General Municipal Law (GML).
The contract will be awarded to the lowest responsible and responsive bidder meeting all specifications stated in
this bid.
Scope of Services
The awarded contractor shall provide 24/7/365 towing, recovery, vehicle storage, and roadside assistance services within
the City of New Rochelle or as otherwise directed.
Towing of City-Owned Vehicles
Contractor must be capable of towing, transporting, and recovering the following vehicles, but not limited to:
• Police vehicles and specialty units
• Fire apparatus, including pumpers, rescue units, and ladder trucks
• Sanitation vehicles, including garbage packers and roll-offs
• Street sweepers
• Tractors and construction equipment
• All light-, medium-, and heavy-duty fleet vehicles
Enforcement & General Towing
Contractor shall perform:
• Immediate removal of illegally parked vehicles
• Removal of immobilized, disabled, or crashed vehicles
• Removal of abandoned
• Scofflaw vehicle towing
• Towing of vehicles deemed evidence in criminal investigations
Service Area
All general towing occurs within City limits, unless otherwise directed by authorized City personnel.
Required Equipment
Bidders must own and maintain at the minimum the following equipment:
• Standard tow trucks for light-/medium-duty towing
• Flatbed/Rollback trucks
• 50-ton heavy-duty wrecker
• 60-ton rotator
• Tractor with Landoll or equivalent hydraulic trailer
• Any specialty equipment required to safely tow and recover City equipment

***Proof of ownership shall be required for all vehicles required for this bid**
Heavy Vehicle Preparation Requirements
Any vehicle weighing over 2.5 tons must be properly prepared before towing. Preparation includes, but is not limited to:
• Removal or disconnection of drive shafts
• Protection or capping of hydraulic, air, or electronic lines
• Any other manufacturer-recommended procedures necessary to prevent damage
• Contractor assumes full responsibility for safe preparation.
Contractor Responsibilities
The awarded contractor must:
• Respond promptly to all calls from authorized City departments
• Operators are required to maintain two or more trucks to handle concurrent towing needs.
• Provide trained, certified operators for all towing and recovery services
• Maintain all towing and recovery equipment in safe operating condition
• Comply with all federal, state, and local regulations
• Maintain accurate service and storage records
• Provide continuous, 24/7 communication capability
Qualifications
Bidders must demonstrate:
- Minimum 5 years of commercial towing and heavy recovery experience
- Capacity to respond within required timeframes
- Adequate staffing for 24/7 operations
- Required insurance coverage, including liability and workers’ compensation
Storage of Vehicles
The Contractor must provide two (2) separate dedicated storage facilities with a minimum of 50 spaces each, to used
exclusively for this contract.
All storage facilities are required to operate within the boundaries of the City of New Rochelle and be available for
City personnel to access 24/7/365
Abandoned & Disabled Vehicle Storage Facility
A secure location solely for:
• Abandoned vehicles
• Disabled/derelict vehicles
• Roadway removals not related to enforcement actions

General Storage Facility
A separate secure facility for:
• Illegally parked vehicles
• Scofflaw vehicles
• Evidence vehicles
• Accident vehicles
• All impounded vehicles not classified as abandoned
Facility Requirements
Both facilities must:
• Be secure, fenced, well light and monitored
• Be accessible 24/7 to City personnel
• Maintain compliance with zoning and regulatory requirements
• Maintain separate and accurate vehicle inventories
• Be subject to City inspection at any time
Roadside Service of Disabled City-Owned Vehicles
Contractor must provide comprehensive roadside assistance 24/7/365.
Required Roadside Services
At minimum:
• Jump starts
• Fuel delivery (diesel and gasoline)
• Tire inflation and minor tire-related assistance
• Lockout services
• Minor mechanical assistance
• Air supply recharge for air-brake systems
• Winching and extrication
• Battery replacement when authorized
Response Times
• Light-duty vehicles: 15 minutes
• Heavy-duty vehicles: 25 minutes
Contractor must notify the City immediately if delays occur
On-Scene Assessment
Contractor shall:

• Evaluate vehicle condition upon arrival
• Determine whether roadside repair or towing is required
• Communicate recommended actions to the City
Safety Requirements
Contractor must ensure proper traffic control, use of safety gear, and compliance with safety regulations
Contract Term
The expected contract term is one (1) year, with renewal options at the City’s discretion.
Additional Requirements
The final bid package may include:
• Non-Collusive Bidding Certification
• Iran Divestment Act Certification
• Executive Order 16 Certification
• Insurance requirements
The City reserves the right to:
• Reject any or all bids
• Request additional information
• Conduct site inspections of bidder facilities
• Award the contract deemed in the best interest of the City
Insurance Requirements
• General Liability: $2,000,000 per occurrence.
• Commercial Auto Liability: $2,000,000 per occurrence.
• Endorsement CG2010: City of New Rochelle named as Additional Insured.
• Endorsement: 30 days’ prior notice of cancellation.
• Garage Keepers Coverage: Direct Primary Coverage, including “On-the-Hook” coverage, with a $300,000
aggregate limit.
