GENERAL NOTICE
The City of Woodbury (Owner) is requesting Bids for the construction of Woodbury Ground Storage Tank & Booster Station Rehabilitation. Bids for the construction of the Project will be received online through QuestCDN vBid™ until Thursday October 8, 2026 at 1:00 pm local time. Immediately following expiration of the time for receiving bids, representatives of the City of Woodbury will publicly view Bids at an online Bid opening meeting. Those interested in viewing the online Bid opening are welcome to join the meeting by logging on to https://zoom.us/join or calling 1 305 224 1968 and entering Meeting ID 993 4433 1563 and Passcode 771137. The as-read online Bid results will be available at www.questcdn.com following the Bid opening. |

The Project includes the furnishing of all labor and materials for the construction complete in-place, of the following approximate quantities:
Associated ground storage reservoir rehabilitation work includes: • Removal and replacement of selected reservoir appurtenances, including three (3) roof vents and two (2) bolted shell manway gaskets. • Removal of the existing obstruction light and cathodic protection system and associated hardware. • Installation of four (4) painter safety T-rails, coating holiday testing plates, nameplate t-brackets, two (2) new 24-inch roof manways, and caulking of approximately 400 exposed bolts. • Interior wet-surface steel repairs, grout repairs, abrasive blast cleaning, and recoating of interior reservoir surfaces. • Exterior spot abrasive blast cleaning and recoating, including containment measures. • Mobilization, site restoration, and all incidental work necessary to complete the project. Associated booster pump station rehabilitation work includes: Removal and replacement of three (3) existing pumps and motors in the existing Booster pump station. Associated electrical work includes: • Demolition and replacement of the existing service entrance disconnect. • Installation of a new exterior wall-mounted utility CT metering cabinet and replacement of all motor control center (MCC) sections. • Installation of a new distribution panelboard with feeder breakers serving three pump variable frequency drives (VFDs), two unit heaters, one cooling unit, and one transformer. • Installation of wall-mounted VFDs for three pumps. • Installation of a new wall-mounted transformer and panelboard, complete with a main circuit breaker and branch circuits to serve existing facility loads. |

MINIMUM CONTRACTOR AND SUBCONTRACTOR QUALIFICATIONS:
General/Coatings Contractor: Must, as a company, have experience as a contractor in the successful construction of at least 3 elevated tanks of 1 million gallons or greater capacity with a minimum of 1 in MN or WI in last five (5) years prior to the bid opening date. Process/Mechanical/Electrical Contractor(s): Must, as a company, have experience as a contractor in the successful construction of at least two (2) municipal potable water treatment plants or pump stations with a minimum treatment capacity of five (5) million gallons per day (MGD) within ten (10) years prior to the bid opening date. Each of the designated process, mechanical and electrical contractors/subcontractors must meet the above stated requirements for their portions of the work on this project. The provisions of MINN. STAT. 16C.285 Responsible Contractor are imposed as a requirement of this contract. All bidders and persons or companies providing a response/submission to the Advertisement for Bids of the City of Woodbury shall comply with the provisions of the statute. The City Council reserves the right to reject any and all Bids and to waive any Bids received without explanation. No Bid may be withdrawn for a period of 60 days. For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. |
