REQUEST FOR PROPOSAL FOR: Bandstand on the Weirs Boardwalk
Unless specifically amended or deleted by the Purchasing Office, the following General Terms and Conditions apply to this RFP and any resulting
Purchase Order or Contract.
GENERAL TERMS AND CONITIONS:
RFP’S. Proposals must be received at the Purchasing Office before
the date and time specified. Proposals are to be made less Federal
Excise Tax and no charge for handling unless required by law.
Proposals will be made available to the public after the time of
contract. Results will be given by mail only if requested in writing
and accompanied by a self addressed, stamped business size
envelope.
SPECIFICATIONS. Vendors must submit on items as specified. Any
changes in specifications must be noted. Vendors shall be notified in
writing if any changes to the specifications are made.
AWARD. The award will be made to the responsible vendor
submitting a conforming proposal meeting specifications at the
lowest cost unless other criteria are noted in the Request for
Proposals. Unless otherwise noted, the award may be made by
individual items. If there is a discrepancy between the unit price and
the extension, the unit price will prevail. Discounts will not be
considered in making award but may be offered on the invoice for
earlier payment and will be applicable on the date of completion of
delivery or receipt of invoice, whichever is later.
ASSIGNMENT PROVISION. The responding vendor hereby agrees to
assign all causes of action that it may acquire under the antitrust
laws of New Hampshire and the United States as the result of
conspiracies, combinations, or contracts in restraint of trade which
materially affect the price of goods or services obtained by the city
under this contract if so requested by the City of Laconia.
CITY’S OPTIONS. The City of Laconia reserves the right to reject or
accept all or any part of any proposal, to determine what constitutes
a conforming proposal, to award solely as it deems to be in the best
interest of the City, and to waive irregularities that it considers not
material to the process.
PUBLIC INFORMATION. The responding vendor hereby
acknowledges that all information relating to this proposal and any
resulting order (including but not limited to fees, contracts,
agreements, and prices) are subject to the laws of the State of New
Hampshire regarding public information.
PERSONAL LIABILITY. The responding vendor agrees that in the
preparation of this proposal or the execution of any resulting
contract or order, representatives of the City of Laconia shall incur
no liability of any kind.
PROOF OF COMPLIANCE. The responding vendor may be required to
supply proof of compliance with bid/proposal specifications. When
requested, the responding vendor must immediately supply the
Purchasing Office with certified test results or certificates of
compliance. Where none are available, the City of Laconia may
require independent laboratory testing. All costs for such testing,
certified test results or certificates of compliance shall be the
responsibility of the responding vendor.
FORM OF CONTRACT. The terms and conditions set forth in any
additional Terms and Conditions by the Purchasing Office are part of
the proposal and will apply to any contract awarded the responding
vendor unless specific exceptions are taken and accepted and will
prevail over any contrary provisions in Terms and Conditions
submitted by the responding vendor.
OFFER. The undersigned hereby offers to sell to the City of Laconia
the commodities or services indicated in the following page(s) of this
RFP at the price(s) quoted in complete accordance with all
conditions of this RFP.

This document must be signed by a person who is authorized to
legally obligate the responding vendor. A signature on this
document indicates that all City of Laconia terms and conditions are
accepted by the responding vendor and that any and all other terms
and conditions submitted by the responding vendor are null and
void, even if such terms and conditions have terminology to the
contrary. The responding vendor shall also be subject to City of
Laconia contract and purchase order terms and conditions.

Bandstand on the Weirs Boardwalk
I. INTRODUCTION
The City of Laconia is seeking proposals from qualified vendors for the construction of a new
bandstand on the Weirs Boardwalk (“Boardwalk”). The City has identified one potential location
and one preliminary design concept; however, vendors are required to propose additional feasible
locations and design concepts as part of their submission.
Proposals clearly marked “Bandstand on the Weirs Boardwalk” must be submitted to the
Finance Department 2nd Floor Attn: Purchasing Specialist 45 Beacon Street East, Laconia
NH 03246 no later than 2:30pm February 10, 2026.
II. GENERAL REQUIREMENTS
The City of Laconia reserves the right to accept or reject any or all proposals or any part thereof
to waive any formality in the process and to accept the proposal considered to be in the best
interest of the City. The City of Laconia reserves the right to cancel this proposal request at any
time for any reason. Failure to submit all information called for may be sufficient grounds for
disqualification.
Any questions or inquiries must be submitted in writing, and, in order to be considered, must be
received by the Purchasing Specialist gmastine@laconianh.gov no later than seven (7) calendar
days before the Request for Proposals due date and time. Any changes to the Request for
Proposals will be provided to all Proposers as an addendum on the City’s website
https://www.laconianh.gov/Bids.aspx
III. PROJECT REQUIREMENTS/SCOPE OF WORK
The selected vendor will be responsible for the following:
• Location Requirements
o A possible location for the bandstand has been identified on the Boardwalk northwest
of the Weirs Train Station. (Attachment A)
o Interested vendors must propose at least one alternative location on the Boardwalk
where construction of a bandstand is feasible.
o The City will select the final location prior to the selected vendor performing any
engineering review, producing professional plans or beginning construction.
• Design Requirements
o Approximately 14’ 3’’ deep and 25’ wide
o Minimum 10’ height clearance
o Pitched roof (see Attachment B example)
• Vendor Must
o Evaluate the feasibility of this concept, including functionality, suitability for the
proposed location, and potential obstruction of views.
o Provide at least one alternate design concept for consideration.
o Understand that the City will select the final design concept before engineering
review, plan development, or construction begins.
• Engineering Review
Once the City selects the final location and design concept, the selected vendor will be
required to:
o Conduct a full engineering review of the Boardwalk at the selected location to
determine whether the existing structure can support the bandstand.
o If the boardwalk cannot support the structure in its current condition, the vendor must
produce engineered plans to reinforce or replace the necessary portions of the
Boardwalk.
• Plans and Architectural Design
o Professionally engineered plans for the bandstand and all supporting structures
o Architectural design plans consistent with the existing architectural character of
surrounding structures on the Boardwalk and in the Weirs Beach area.
• Construction Requirements
Upon approval of the engineered and architectural plans, the selected vendor will be
responsible for:
o Constructing the bandstand and all required supporting structures
o Ensuring construction aligns with the City-approved location, final design concept,
and approved engineered plans.
o Delivering a completed structure that meets all safety, structural and aesthetic
requirements.

V. SUBMISSION REQUIREMENTS
Proposals must include the following:
• Company information
o Background and relevant experience
o Examples of similar projects completed within the last five years
o Resumes of key personnel assigned to the project
• Proposed Locations
o At least one alternate feasible location on the Boardwalk
o Rationale for each proposed location, including accessibility, structural
considerations, and public impact
• Design Concepts
o Evaluation of the City’s preliminary design concept
o At least one alternate design concept including sketches or conceptual renderings
o Discussion of functionality, aesthetics, and potential view obstructions.
• Engineering approach
o Description of the methodology for conducting the boardwalk structural review
o Preliminary assessment of potential reinforcement needs (if any)
• Project Schedule
o Proposed timeline for engineering review, design development, permitting and
construction
• Cost Proposal
o Itemized cost estimate for engineering review, design, and construction
o Cost breakdown for potential Boardwalk reinforcement or replacement
o Hourly rates for key personnel
Proposal Submission, Deadline and Location:
One original and two copies of the Proposal must be submitted to the Finance Department 2nd
Floor Attn: Purchasing Specialist 45 Beacon Street East, Laconia NH 03246 no later than
2:30pm February 10, 2026. Proposal may be submitted by U.S. Postal Service, private delivery
service, or in person.
No late or emailed proposals will be accepted.
