THE CITY OF ALHAMBRA’S ANNUAL ACTION PLANS &

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION

Project Description:

The City of Alhambra is seeking a consultant to prepare the following U.S. Department of Housing and Urban Development (HUD) reports: three (3) Annual Action Plans and three (3) Consolidated Annual Performance and Evaluation Reports (CAPERs). All required HUD reports must comply with applicable HUD regulations and be submitted within the deadlines established by HUD. In addition, the City is seeking professional assistance with the setup and maintenance of activities in the Integrated Disbursement and Information System (IDIS), as well as Environmental Reviews in the HUD Environmental Review Online System (HEROS), on an as needed basis as directed by City staff. The City intends to award a three (3) year contract, with the option to extend for two (2) additional one-year terms, contingent on consultant performance and mutual agreement.

The City is specifically seeking consultant support for the preparation and submission of the following reports:

  • 2026-2027 Annual Action Plan
  • 2025-2026 CAPER
  • 2027-2028 Annual Action Plan
  • 2026-2027 CAPER
  • 2028-2029 Annual Action Plan
  • 2027-2028 CAPER
  • Assist City with interface and recordkeeping in IDIS and HEROS,
  • Provide other technical assistance including keeping City apprised of CDBG /
  • HOME federal regulation changes or similar updates.
