As of 4/3/2026: There are 3 pallets. Each pallet consists of 14 boxes stacked 3 high for a total of 168 boxes. Each box holds 12 bottles for a total of 2016 bottles.

FAR 52.219-14 Subcontracting Limitations Defined
Offerors are advised that compliance with the Limitations on Subcontracting requirement will be evaluated consistent with applicable regulations and controlling legal interpretations.
For purposes of this procurement, the Government will assess compliance based on the percentage of the cost of contract performance incurred for personnel (for services contracts), as required by FAR 52.219-14 and implementing SBA regulations.
Offerors are specifically cautioned that:
Failure to demonstrate compliance with these requirements may render a proposal ineligible for award or may result in a determination of noncompliance during contract performance.
For the avoidance of doubt, merely retaining functions such as contract billing or administrative oversight, while subcontracting the substantive technical work, does not satisfy the limitations on subcontracting requirement.
After COVID-19, the FBI was left with a surplus of expired hand sanitizer. Due to the high alcohol content, this material must be handled and recycled/disposed correctly according to EPA and DOT regulations.
The Contractor shall provide all services necessary to recycle or dispose of expired or unused hand sanitizer. Quantity is as follows: 82 full boxes on five pallets. Each box holds 12 bottles, approximately 2184 bottles in total. Each bottle is 750ml. The work includes pickup, transport, recycling/disposal, and provision of documentation in accordance with applicable Federal, State, and local regulations.
