Introduction
The scope of this contract is to provide construction surveying for several State Projects (S.P.). The
Contractor must, at a minimum, provide sufficient construction survey crews to perform the anticipated
work and demands of the construction project schedules without causing delays to the projects.
The scope of the construction projects varies and each is listed below.
a. S.P. 2204-26 in Wells – Urban reconstruction, 2-year project.
b. S.P. 4001-58 – Construct roundabout at the junction of Trunk Highways (TH) 13 and 99. This plan
is digital delivery only.
c. S.P. 8105-26 – New Richland ADA, replace sidewalk and pedestrian ramps.
Standard Format for Contractor Deliverables –
All deliverables will be provided to the State in native format and uploaded to ProjectWise. Specific
required formats:
a. Computer Aided Drafting and Design (CADD): Open Roads Designer (ORD), using State Level 2
CADD Standards
b. Tabulations: Excel
c. Site Model for Machine Control support. (tin and DWG (triangle file))
d. Signed Final Paper Plan Sheets (original) – (4) paper copies, electronic and PDF formats
e. Special Provisions (MS Word)
f. Design Comps (MS Word and/or Excel, PDF)
g. Correspondence (Email, MS Word, PDF)
Scope of Work
1.0 PROJECT MANAGEMENT (Source Type 1010)
1.1 General Project Management
Management and administration of the contract includes regular communication (including
monthly progress meetings) with the State's Project Manager, as well as coordinating with other
State offices, governmental agencies, railroads, affected property owners, and other groups as
required. This also involves updating project schedules and status reports, maintaining the
project schedule and coordinating with sub-Contractors.
1.2 Project Meetings
The Contractor will attend a pre-construction meeting and all status and review meetings, as
needed Telephone conference calls may be used for meetings upon approval of the State's
Project Manager.
1.3 Non-Technical Management
This work includes preparing and distributing invoices, progress reports, cost & schedule
updates, billing preparation and other work.
The State will provide a Project Manager to provide guidance, and direction when needed, to
the Contractor's activities. It will be the responsibility of the State's Project Manager to receive

the work produced by the Contractor, review the work for accuracy and compliance with
standards, and to recommend payment for such work.
No change in the Contractor's Project Manager, or other key personnel named in the contract
will be made without a written notice being provided to the State's Project Manager. The State
will notify the Contractor if there is a change in the State's Project Manager.
1.4 Deliverables for Project Management, Coordination and Meetings
State will:
1.4.1 Provide project oversight and direction as needed
1.4.2 Provide timely project reviews and approvals
1.4.3 Provide project reporting forms
1.4.4 Provide copies of all pertinent project correspondences and project data
1.4.5 Attend key meetings
Contractor will:
1.4.6 Provide monthly Progress and Status Reports
1.4.7 Attend all project meetings.
1.4.8 Provide copies of critical correspondences and project issue data
1.4.9 Coordinate activities with all affected parties via phone, e-mail, fax and written
correspondence.
2.0 Surveying (Source Types 1802)
This task includes pre-construction, construction and post-construction survey and staking, as
referenced in the State’s Surveying and Mapping Manual, in the administration for SPs 2204-26,
4001-58, and 8105-26.
The Contractor will be required for the duration of the construction project. The anticipated dates
are from January 2026, through December 2028. The Contractor must be available to stake right of
way information for utility companies during utility relocations, which is anticipated to occur prior to
construction. The Contractor will provide construction survey crew(s) to work Monday through
Saturday. The following date ranges are the anticipated construction times for the State Projects:
a. SP 2204-26 – April 1, 2026 to November 1, 2027
b. SP 4001-58 – April 1, 2026 to October 1, 2026
c. SP 8105-26 – July 1, 2026 to October 1, 2027
All survey work will be performed in accordance with the current State Specification 1508 and the
State Surveying and Mapping Manual, incorporated by reference, specifically, Chapter 6 and
Appendix A of the State’s Surveying and Mapping Manual.
The Contractor will be responsible for the preservation of all reference points, monuments and
government land corners, pursuant to Minnesota Statute 160.15, horizontal and vertical control
points, stakes and marks that are established by State or others within the Project limits. If the
Contractor fails to preserve these items, which results in State performing the task of reestablishing

these items, State will deduct a charge from monies due or becoming due the contractor according
to the Department’s costs.
At the discretion of the State’s Engineer, spot checks may be performed upon the Contractor's
surveying calculations, records, field procedures, and actual staking. If the State’s Engineer
determines that the work is not being performed in a manner that will assure proper controls and
accuracy, the contractor will be required to re-compute and re-stake to the State’s Engineer’s
satisfaction at the contractor’s expense.
The Contractor must retain a Professional Land Surveyor, licensed in the State of Minnesota, to
directly supervise the Construction Surveying. Any determination of or marking of Right-of-way
must be performed under the supervision of a Licensed Land Surveyor. An individual holding a
National Society of Professional Surveyors (NSPS) – American Congress of Surveying and Mapping
(ACSM) Level III certification in Construction Surveying, a Land Surveyor in Training (LSIT) or a
licensed Surveyor will be on the Project site at all times to directly supervise the survey crew(s).
2.1 Coordination - Contractor will attend a kick off meeting with the State and attend the Utility Pre-
Construction Conference, Pre-Construction Conference and Partnering Sessions. The Crew Chief
must attend weekly on-site construction meetings during the course of the work.
2.2 Construction Staking Preparation –
a. Contractor will complete all control surveys at the standards specified for
supplemental control in Chapter 2, State Surveying and Mapping Manual to
start and end all level runs, traverses or GPS control surveys from known
control.
b. Contractor will balance, adjust, correct, and investigate State provided data
and notify State Project Engineer immediately with known discrepancies and
provide solutions to correct issues.
c. Create and verify 3D models to be used for staking and inspection.
2.3 Construction Staking –
a. Contractor will perform all construction staking for all project construction as
shown in State Specification 1508 according to the Plan, Proposal, Standard
Specifications and Special Provisions for SPs 2204-26, 4001-58, and 8105-26,
adjusting for actual existing field conditions.
b. The Contractor will provide all necessary computations, stakes and marks to
establish lines, slopes, elevations, points, continuous profile grades, in
accordance with the requirements shown in the plans. The work must be done
in a way that is timely and reflective of the continuing and ongoing nature of
construction and inspection activities. The work will require frequent project
visits by the Contractor's survey crew to accommodate the various stages of
construction and inspection activities.

c. Contractor must be available to arrive on project site within 90 minutes to
correct staking errors so as not to disrupt construction operations.
d. Contractor must be available by phone at all times to answer questions related
to staking.
e. Contractor must be prepared to make all necessary surveying checks for field
verification of actual conditions and will make the necessary minor surveying
and staking adjustments to fit the construction to actual field conditions. In
addition, some Plan details may be dependent upon actual field conditions at
the time of construction. It may be necessary to perform some field or office
computations to stake these components.
2.4 Construction staking may include, but not be limited to:
a. Utilities
b. Right of Way
c. Culverts, Box Culverts, Drainage Systems
d. Embankments
e. Cross overs
f. Grading – may include bluetops and/or tolerancing to ensure conformance
with specifications.
g. Aggregate Base – may include bluetops and/or tolerancing to ensure
conformance with specifications.
h. Concrete Pavement -
i. Curb and Gutter –

In an acceptable and accessible format the Contractor will provide the State Engineer
and State Personnel surveying notes and calculations. The survey documentation will
include:
a. Control station monumentation with reference ties.
b. Field notes that were used to set construction stakes, control the project, and
document monument locations. The Contractor shall use bound, hard cover
field books for recording survey data and field notes or store field notes on an
electronic medium or use both methods. If an electronic medium is used, the
raw field data files must be available.
c. When using an electronic medium, the Contractor will make all files and data
available in the Standard formats used by the Department.
Present the State Engineer with the record Survey Data. The record Survey Data must
include the following:
a. Changes from the Plan
b. Alignment

c. Profile
d. Utilities
e. Identify any alignment, Right-of-Way, property, or control monumentation
destroyed during the Project
f. Any alignment, Right-of-Way, property, or control monumentation that was
placed during the Project and that still exists at Project completion.
g. The information shall include the x, y and, if applicable, the z coordinates in
the Project datum. If the original item had no coordinate reference, then
show the revised centerline station and offset. The information must be
provided in both electronic (MicroStation and GeoPak) and hard copy format.
In the case of new monumentation, there should also be a report describing
how the monumentation was placed. This will include copies of any fieldwork
(traverse or leveling) as well as any adjustments used. It shall also include tie
sheets, to include a description of the physical object placed as the
monument.
h. Contractor will provide staking notes to State’s Head Inspector each day prior
to leaving project site.
