The City of Methuen (“City”) seeks proposals from qualified vendors to provide professional grant writing and consulting services. The purpose of this RFP is to identify one or more experienced firms to assist the City in identifying, researching, preparing, drafting, and submitting grant applications to federal, state, and private funding sources aligned with municipal priorities. Specifications and RFP forms may be obtained on or after Monday, February 16, 2026, via download on the City’s website

purchasing. All potential proposers must be registered as a plan holder through this link.
The RFP must be made out in duplicate, either typed or printed in ink. The bids must be filled out and signed as directed therein, sealed in an envelope plainly marked “CITY OF METHUEN GRANT WRITING SERVICES” addressed to the Office of the City Clerk, Searles Building, 41 Pleasant Street, Room 112, Methuen, MA 01844, and endorsed with the name and address of the proposer. Proposals must be received by the City Clerk no later than Wednesday, March 5, 2026 at 2:00 PM.

floor (Great Hall), 41 Pleasant Street, Methuen, MA 01844 on Thursday, March 5, 2026 @ 2:00PM. The City of Methuen reserves the right to reject any and all bids or to waive any informalities in the bidding if it is deemed to be in the best interest for the City to do so.
No Bid may be withdrawn within 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of bids. The bidding and award of this Contract will be under the provisions of M.G.L., Chapter 30B.
