Project Description: Hillsborough County intends to recommend the award of a sole source procurement to MD Ally Services, P.A., for comprehensive telehealth and care navigation for Hillsborough County Fire Rescue (HCFR) for a 5 (five)-year period at an estimated cost of $1,010,352.67. This service includes logistical support for Public Safety Telehealth and Mobile Integrated Healthcare programs; telehealth, member navigation, and care-coordination technology that integrates with existing public safety systems to create additional care pathways for non-emergency patients (“the Platform”); and non-clinical administrative and management services for physician owned medical practices delivering clinical care through the Platform. MD Ally Services, P.A. currently provides a telehealth and care-navigation platform, approved by the Board of County Commissioners on January 21, 2026, supporting emergency management services delivery for HCFR, and services will be expanded to provide virtual-only care, diversion, navigation, and support for Health Care Plan members. This ensures all clinical care is provided by certified emergency medicine physicians, or under the supervision of licensed medical professionals in full compliance with state and federal requirements. This procurement is being made in accordance with Section 3-205(2)(b) of the County’s Procurement Policy as MD Ally Services, P.A., is the provider of an already existing integrated system that this procurement will expand. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified care, services, and platform must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this sole source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
