Description:

The Issuing Office is seeking proposals from Offerors which have the ability and expertise to provide comprehensive medical and psychiatric services to DOC's incarcerated individuals.

Mandatory SCI Site Visits. Prospective Offerors will be required to attend the two (2) pre-scheduled site visits: SCI-Camp Hill and SCI-Waymart. The tour of the facilities will consist of all areas pertaining to the provision of services requested in this RFP as well as facility staff will provide an overview of any specialized services, programs, equipment, etc.
NOTE: Site visits are MANDATORY, therefore any Offeror(s) who intend to submit a proposal for any lot(s), must attend both scheduled site visits. The site visit schedules are as follows:
•        October 1, 2024 - 10:00am ET - 12:00pm ET
o        SCI-Waymart, 11 Fairview Drive, Waymart, PA 18472
o        *To enter the facility, use Carbondale Road
•        October 2, 2024 - 10:00am ET - 12:00pm ET
o        SCI-Camp Hill, 2500 Lisburn Road, Camp Hill, PA 17011
Site Visits will begin and conclude promptly at designated times.
Pre-registration: Pre-registration for the site visits is required and MANDATORY! A site visit pre-registration form, Mandatory Site Visit Pre-Registration Form (attached), as well as located in Buyer Attachments, must be completed and submitted via email to the Issuing Officer, Kelly Frederick at: kefrederic@pa.gov, no later than 2:00pm ET, Wednesday, September 25, 2024. Potential Offerors are limited to two (2) representatives from their company to attend each site visit (SCI-Camp Hill and SCI- Waymart).
If the pre-registration form has not been submitted to the Issuing Officer by the due date and time, the Offeror or its representatives WILL NOT be permitted to participate in the site-visits.
Failure to attend the Mandatory Site Visits will result in Offerors proposal being deemed Non-Responsive according to Section 19, Mandatory Responsiveness Requirements, located below.
Non-Disclosure Agreement. Prospective Offerors shall be required to submit a completed Non-Disclosure Agreement (attached), as well as located in Buyer Attachments. The Issuing Officer will only accept the completed Non-Disclosure Agreement(s) prior to the Mandatory Site Visits.
1.        Offerors that have executed and submitted a Non-Disclosure Agreement (attached), as well as located in the Buyer Attachments, will be provided access to a OneDrive link that will contain confidential information on DOC health care policies, financial and operational information. The OneDrive link will contain unrestricted versions of the appendices and historical medical data marked "Restricted" in the Buyer Attachments.
2.        Offerors that have attended the Mandatory Site Visits and executed Non-Disclosure Agreement(s) prior to the Mandatory Site Visits may request, via an email to the Issuing Officer, OneDrive access for up to three (3) additional representatives from the company. The Non-Disclosure Agreement(s) for each additional representative must be submitted with the original email request.
3.        To be granted access to the OneDrive link, Offerors must provide the full business name of the company and the name and email address of their company representative(s) in addition to the signed Non-Disclosure Agreement(s). Once the Issuing Officer receives this documentation, the Offeror will receive an email from the Issuing Officer with instructions on how to access the secure OneDrive folder.
4.        Upon award of the contract resulting from tis RFP, unsuccessful Offerors must destroy all documentation and other information obtained in accordance with Paragraph 1f. of the Non-Disclosure Agreement.
5.        Completed Non-Disclosure Agreement(s) MUST be submitted to the Issuing Officer, Kelly Frederick at: kefrederic@pa.gov, no later than 2:00pm, Wednesday, September 25, 2024.
