Sealed bids for BYH ALERT RAMP REHABILITATION , to be constructed for THE NATIONAL COLD WAR CENTER will be received via QuestCDN Online Bid Interface until 2:00PM on THURSDAY, JULY 31, 2025, at which time the bids shall be publicly opened and read aloud via Microsoft Teams.
An Optional Virtual Pre-Bid Conference will be held on TUESDAY, JULY 15 at 2:00PM. Information regarding the virtual meeting will be sent out to all plan holders one week prior to the meeting time. Potential bidders not on the plan holder list may request access to the pre-bid conference by contacting Amber Williamson ( ADWilliamson@GarverUSA.com ). Each bidder shall be limited to three personnel per organization.
The Project consists of crack repair, concrete joint rehabilitation, marking removal, concrete surface cleaning, asphalt seal coat, and new markings.
Bids will be received for a single prime contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

These documents may be downloaded by selecting this Project from the “Plan Room” link, and by entering Quest Project Number 9769831 on the “Browse Projects” page. Documents can be examined at Garver’s office, 4701 Northshore Drive, North Little Rock, AR 72118. Addendums to the bid package will be issued through the Garver online Plan Holders List; therefore, all Bidders shall be responsible for downloading the bid documents from the Garver online plan room in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt.
Bids shall be accompanied by a bid security in accordance with the Instructions to Bidders. The successful Bidder must furnish Performance and Payment Bonds in accordance with the Contract Documents.
BIDDERS ARE ADVISED that Arkansas State Contractor Licensing Law applies to this project. Subcontractors are also required to be licensed according to Arkansas State Law.
BIDDERS ARE ADVISED that Build America, Buy America provisions apply to this project.
The National Cold War Center hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws, and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the Owner may award the contract to the Lowest responsive, responsible bidder or reject any or all bids for the project.
THE NATIONAL COLD WAR CENTER reserves the right to reject any or all Bids, to waive irregularities in the Bids and bidding deemed to be in the best interests of THE NATIONAL COLD WAR CENTER, and to reject nonconforming, nonresponsive, or conditional bids.
