Craighead County Solid Waste Disposal Authority Legacy Landfill
Craighead County Solid Waste Disposal Authority Legacy Landfill (Owner) is soliciting sealed bids for the construction of an 14.8-acre waste disposal cell as described below:
1. The project will consist of excavation and installation of the composite liner system for the disposal cell, leachate collection system and transmission system, leachate storage tank system, and general site improvements.
2. The Owner will receive sealed bids until 2:00 p.m. CST Tuesday, July 22, 2025. Only sealed bids will be accepted. Bids may be mailed or delivered to: Angela Sparks, Chief Executive Officer, Legacy Landfill, 238 County Road 476, Jonesboro, AR 72404. Bids received after this time will not be accepted. Bids will be publicly opened and read aloud at the aforementioned time and date. Interested parties are invited to attend.
3. The Owner, unless designated to another entity, supervises the bidding and awarding of all construction contracts, approves contracts, change orders, requests for payment and ensures that on-site inspections are accomplished.
4.        The project includes the following tasks:
•        Preparation of work area;
•        Excavation and grading of waste disposal cell;
•        Installation of double-sided geocomposite beneath the new disposal cell area;
•        Installation of composite liner (2-ft compacted clay and 60-mil HDPE geomembrane) system in new disposal cell;
•        Installation of leachate collection and transmission system for waste cell;
•        Installation of leachate storage tank system;
•        Stormwater improvements;
•        General grading and stabilization of all disturbed areas; and,
•        All related work pursuant to the Bid and Contract Documents including, but not limited to, the Technical Specifications and Contract Drawings.
5. Contract documents may be examined at the Offices of the Legacy Landfill (870) 972-6353.
6. A complete set of contract documents may be obtained by contacting Jason Ghiddoti PE, Olsson, Inc, (225) 225-7779, jghidottii@olsson.com .
7. Obtaining contract documents through any source other than the Owner listed above, or its representative(s) is not advisable due to the risks of receiving incomplete or inaccurate information and the bidder runs the risk of basing bidder’s proposal on such information. The documents obtained through the Owner or its representative(s) are considered the official version and take precedence if any discrepancies occur.
8. Bid Security in the amount of five percent (5%) of the bid must accompany each bid in accordance with the Instructions to Bidders.
9. The Owner reserves the right to reject any and all bids, and to waive any formalities.
10. This invitation does not commit the Owner to pay any cost incurred in the preparation of bids.
11. Bidders shall conform to the requirements of the Arkansas licensing laws and regulations for contractors and shall be licensed before such bid is submitted.
12. There shall be only one bid submitted per State Contractors license.
13. There will be a mandatory pre-bid meeting for the project at 1:00 p.m. CST, July 15, 2025 at the project location.
14. The Craighead County Solid Waste Disposal Authority encourages participation of small, minority, and woman-owned business enterprises in the procurement of goods, services, and construction, either as a general contractor or subcontractor. It is further requested that whenever possible, majority contractors who require subcontractors seek qualified small, minority, and woman-owned businesses to partner with them.
15. Owner reserves the right, at their sole discretion, to reject any or all bids.
