ITB: Bolivia Transmission Force Main

INVITATION TO BID

Sealed bids will be received until 3:00 p.m. ET on June, 26, 2025, in the Brunswick County Public Utilities Operations Center at 250 Grey Water Rd NE, Supply, NC 28462, for the construction of: Bolivia Transmission Force Main and shortly thereafter the bids will be opened publicly and read aloud. The contract shall be Single Prime. A general description of the work includes:

Project Description: Provide all labor, materials, and incidentals for the installation of the Bolivia Transmission Force Main which includes (but is not necessarily limited to): approximately 44,700 total LF linear feet of 24” Force main along with all required appurtenances, jack and bores, horizontal directional drills, erosion control, clearing and grading, traffic control, landscape and connections to existing force mains. The foregoing description shall not be construed as a complete description of all work required.

Pre-Bid Meeting: An open pre-bid meeting will be held for all interested bidders and vendors on June 2, 2025 at 11:00 am at 250 Grey Water Rd NE, Supply, NC 28462. Directions are as follows: From Wilmington follow US 17 toward Supply. Turn right onto Hwy. 211 heading toward Bolton. Turn right onto Grey Water Road in approximately one mile (beside athletic park). Utilities Operations Center is on right.

Site Visitation: Inspection of the proposed construction site will be allowed outside of the pre-bid meeting by approval of Brunswick County. Brunswick County reserves the unqualified right to reject any and all bids. A 5% bid bond or deposit is required. Brunswick County has implemented a Minority Business Enterprise Policy that requires Contractors to exhibit a good-faith effort to contact minority business subcontractors whose work on the project would represent 10% of the total value of the work. Contractors must be properly licensed. Additional instructions to bidders are included in the Notice to Bidders and Contract Documents.

Bids will be received as Single Prime. All proposals shall be lump sum with provisions for unit prices as indicated in the Form of Proposal. The project shall be completed within 365 consecutive days from issuance of a Notice to Proceed by Brunswick County. There are liquidated damages associated with this project. Liquidated damages will be in the amount of $1,000.00 per day for each calendar day beyond the completion date set from the Notice to Proceed.

Pre-Bid Meeting: The pre-bid meeting will address project specific questions, issues, and bidding procedures. All questions or requests for clarifications must be submitted no later than ten (10) days prior to the bid date by email or fax. These shall be directed to:

A copy of all questions, further clarifications, and answers will be made in the form of an addendum that will be provided to all known interested bidders and posted on the County’s website. Notwithstanding the foregoing, bidders will be responsible for ensuring that they have all addenda.

Bidders are expressly prohibited from contacting any Brunswick County official or employee regarding this solicitation, except in the manner noted in this section. A violation of this provision is grounds for the immediate disqualification of the bidder.
