Calpendo Software Licenses for the National Institute of Neurological Diseases and Stroke (NINDS)



REGULATORY AUTHORITY



This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, and the procedures prescribed in FAR Subpart 13.106-1(b)(1), Soliciting from a single source.



The resultant contract will include all applicable provisions and clauses of the FAR in effect through the Federal Acquisition Circular (FAC) 2023-04, dated June 2nd, 2023.





DESCRIPTION



Pursuant to FAR Subpart 5.2—Synopses of Proposed Contract Actions,



THIS IS A PRE-SOLICITATION NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.



The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order for Calpendo Software Licenses.



The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people’s health and save lives.



The National Institute of Neurological Disorders and Stroke (NINDS) is a part of the National Institutes of Health (NIH), which mission it is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease for all people.



The essential characteristics of the Calpendo Software Licenses that limit the availability to a sole source are to provide a web-based calendaring system for NINDS and all PNRC users to efficiently schedule the NINDS Managed PNRC I and PNRC II conference rooms, as well as the NINDS AHCS animal procedure rooms. Only this suggested source can furnish the requirements, to the exclusion of other sources, because This software has been in use at NINDS DIR for three years now and learning a new software program would take significant time away from other duties. If this software is not procured before the current license expires than the software will fall behind in security updates and therefore have to be shutdown to remain compliant with current policies.

The anticipated period of performance shall include one 12-month base period and potentially four 12-month option periods as follows.



Base: March 12th, 2025 – March 11th, 2026



Option Period 1: March 12th, 2026 – March 11th, 2027



Option Period 2: March 12th, 2027 – March 11th, 2028



Option Period 3: March 12th, 2028 – March 11th, 2029



Option Period 4: March 12th, 2029 – March 11th, 2030

REASON FOR NON-COMPETITIVE ACTION

CLOSING STATEMENT



This synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement, however, which shall be considered by the agency. Responses to this notice must include clear and convincing evidence of the offeror’s capability of fulfilling the requirement.



In addition, the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM).



A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.



All responses must be received by 12:00 P.M., Eastern Standard Time on February 11, 2025.
