The City is seeking Qualifications Statements from interested Consultants registered in the State of Florida to provide Professional Engineering Services pursuant to Section 471.023 of the Florida Statutes for RQS26-0384 Design Services for Albert Shores Septic to Sewer Project which will be funded partially or entirely through the Agreement NF131 Florida Department of Environmental Protection (DEP) Albert Shores Grant Agreement . Respondents which are business organizations must be filed with and registered in the State of Florida to provide Engineering Services pursuant to Section 471.023 of the Florida Statutes as of the due date for submission of Qualification Statements.
The Albert Shores neighborhood in Orlando currently relies on aging private onsite septic systems that are increasingly prone to leaks and failures, contributing to nutrient loading into Lake Holden, an impaired water body within the Lake Okeechobee BMAP. In 2018, the City completed a study identifying approximately 84 homes that could be converted from septic to public sewer to improve water quality. Although public sewer mains and laterals installed to the right-of-way line are available, most residents have not yet connected. In March 2025, the City submitted a grant proposal for funding consideration from the FY2024 Section 319(h) grant administered by the Florida Department of Environmental Protection’s Nonpoint Source Management Program. In July 2025, the City was notified of award and subsequently executed a grant Agreement. Funds from the grant will be used to fund design and construction to connect residences to existing sewer laterals, properly abandon septic systems, and support residents with education and financial assistance. Completion of the project will reduce nitrogen and phosphorus loads to Lake Holden and support compliance with state water quality requirements.
