The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain firm fixed price proposals from qualified firms or Offerors specializing in assessing, managing, and improving administration of the Community Development Block Grant (CDBG), Community Project Funding (CPF)/Economic Development Initiative (EDI) and the HOME Investment Partnerships (HOME) programs. The selected firm will, at a minimum, conduct environmental reviews, assist in preparing the Yearly Consolidated Annual Performance and Evaluation Report, the Annual Action Plans, the Five-Year Consolidated Plan, the Annual Section 3 Performance and Reporting System (SPEARS) Report, and amendments to the plans mentioned previously for the County of Loudoun Department of Housing and Community Development (“DHCD” or the “County”).
