Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Choinque LLC for a three-day leadership program by Academy Leadership designed to cultivate leaders with a greater self-awareness, clear communication skills and consistent values-based decision making at an estimated cost of $47,400. The Leadership Excellence course is designed to deliver tools needed to become a successful leader. The program will offer insight and strategic approaches for the following; how to articulate your personal leadership philosophy, build a high-performance team, align and accomplish organizational goals, strengthen your influence with boards, shareholders, partners, customers, colleagues and critical stakeholders, set priorities and develop clear action plans, and develop committed, energized employees. The County has used this training course previously and found it to be a highly beneficial course that offered very specific strategic management and leadership guidance and toolsets for success. In addition, because the training has been offered previously, applicable discounts were applied to the course offering cost. While other vendors may provide general leadership training, they cannot offer the same proven methodology, assessment tools, and structured process required to achieve the program’s intended outcomes. Consequently, alternative providers would not deliver an equivalent level of service to meet the County’s leadership development objectives. This procurement is being made in accordance with Section 3-205(2)(i) of the County’s Procurement Policy as Choinque LLC will provide educational, training, and professional development services and materials to County employees. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
