NASA/KSC has a requirement to extend specialized expertise services in support of the Launch Services Program (LSP) in areas such as safety, quality, launch site engineering support, technical integration services, communications and telemetry, information technology, and launch vehicle engineering and analysis. These services are critical for LSP in providing end-to-end launch support for NASA and NASA-sponsored spacecraft on commercial launch vehicles.
NASA/KSC intends to issue a modification to extend the current Expendable Launch Vehicle Integrated Support (ELVIS 3) contract to a.i. solutions for a potential of two years via one-year option periods under the authority of FAR 6.302. The extension will enable the Government sufficient time to align ELVIS 3 requirements in accordance with the Administration’s objectives and Fiscal Year 2026 budgetary requirements. This will enable the government ample time to further define the requirements for the recompete, Evolving Launch Vehicle Integrated Support (ELVIS 4) contract, while continuing to receive specialized support services for ELVIS 3.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kathy Owen, kathy.l.owen@nasa.gov and Allyson Grooms, allyson.grooms@nasa.gov no later than 12:00 PM ET on Friday August 15, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
