The proposed contract action is for enviornmental consulting services which the US Army Corps of Engineers (USACE), San Francisco District intends to solicit with Tellus Civic Services under the authority of FAR 19.506. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for quotes; however, all information received after date of publication of this synopsis may be considered by the Government. Interested contractors shall respond to this notice by providing the following information:
1. Organization Name
2. Address
3. Point of Contact for information with telephone number and email address.
4. Cage Code, and
5. Capabilities information/statement showing that the organization has the ability and to fulfill the Government requirement.
The contractor must be able to comply with all requirements described herein to be considered capable.
Description of Services: The contract is designated to provide support necessary for U.S. Environmental Protection Agency (EPA) Region 9 and the State of California to manage the Stalled LUST Case Initiative, with the goal of spurring progress at a select group of approximately 250 stalled Leaking Underground Storage Tank (LUST) cleanup cases. Case management will include helping to define impediments to the investigation and remediation of stalled cases, propose and implement solutions to those impediments, communicate potential solutions with EPA and State of California regulators, and targeted support to stalled cases in Los Angeles and Riverside Counties.
Period of Performance: The period of performance shall be from December 1st, 2024 through November 30th, 2025.
This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the authorities necessary to provide a sole-source contract for this requirement. Award of this service contract will be based upon the possible responses to this notice, and is solely within the discretion of the Government.
