The County of Volusia is seeking the services of professional consultants to provide outpatient addictions treatment and case management services to DUI Court participants in the Volusia County DUI Court.
The requested budgeted amount for these services for FY 2026-2027 will be $59,578.
The Volusia County Driving Under the Influence (DUI) Court began operations in April of 2012. Grant funding to implement the program was awarded to Volusia County by the Florida Department of Transportation. Grant funding expired in September 2015. Today, the Volusia County DUI Court excels as one of only four such programs in the State of Florida.
The program’s statistics have exceeded the expectations that were established prior to implementation. Of the three hundred forty-six (346) participants that entered the program through December 2025, two hundred seventy-eight (278) graduated and only forty-five (45) have not successfully completed the program. This equates to an 87% retention rate. Through graduation year 2023, 93% of graduates had not been charged with a new DUI offense after two-years of completing the program. Participants who enter the DUI Court program typically have multiple DUI arrests in their background. This is the program’s target population as success with this group presumably equates to a higher degree of community safety.
Since the program began, DUI Court participants have been required to pay fees for accountability purposes and to help offset program costs. The imposition of fines in applicable cases also helps make the program financially sustainable.
Through the efforts of many stakeholders in the community, the program has been very successful. The Judiciary, Court Administration, State Attorney’s Office, Public Defender’s Office, Law Enforcement, Clerk’s Office, Mothers against Drunk Driving, and Substance Abuse Treatment Providers all have contributed to the success of the program.
