REQUEST FOR BIDS (RFB) ENGINEERING SERVICES SOCCEE SWAMP RAILROAD BRIDGE PLACEMENT

1. INVITATION TO BID

Williamsburg County, South Carolina, is soliciting sealed bids from qualified and licensed Professional Engineering firms to provide engineering services for the evaluation, design, and replacement of the Soccee Swamp bridge with a retired railroad flatcar.

All bidders must be properly licensed to practice engineering in the State of South Carolina and have experience with railroad flatcar bridge projects, hydrologic analysis, and environmental considerations in wetland or swamp environments.

2. PROJECT DESCRIPTION

The project involves professional engineering services related to the placement of a railroad flatcar bridge crossing Soccee Swamp. The selected firm will be responsible for conducting site assessments, providing engineering analysis, and developing design recommendations to ensure safe, compliant, and sustainable bridge placement.

3. SCOPE OF WORK

The scope of work shall include, but is not limited to, the following:

  • Site evaluation and field investigation
  • Hydrologic and hydraulic analysis of Soccee Swamp
  • Environmental and wetland considerations
  • Structural design recommendations for railroad flatcar bridge placement
  • Coordination with applicable railroad authorities
  • Compliance with local, state, and federal regulations
  • Preparation of engineering plans, reports, and supporting documentation
  • Cost estimates related to engineering design
  • Participation in meetings with Williamsburg County staff as required

4. SUBMITTAL REQUIREMENTS

Bidders shall submit the following information:

  2. South Carolina Professional Engineer license information
  3. Description of relevant experience with similar railroad bridge projects
  4. Proposed approach and methodology
  5. Estimated project timeline
  6. Fee proposal (lump sum or itemized, clearly stated)

  8. References (minimum of three)

5. BID SUBMISSION DEADLINE

Williamsburg County reserves the right to reject any or all bids.

7. GENERAL CONDITIONS

  • Williamsburg County reserves the right to waive informalities and minor irregularities.
  • The County is not responsible for costs incurred in the preparation of bids.
  • The selected firm must comply with all applicable federal, state, and local laws.
